Job Purpose
Coordinate and execute the implementation of company's HSE Management System and program including policies, procedures, system and processes in line with PETRONAS integrated Group HSE objectives and strategies and in compliance with the relevant statutory requirements.
Main Accountabilities
1. Health, Safety, and Environment Management System (HSEMS)
a. Implement HSE management system documentation i.e. manuals, procedures, work instructions, guidelines and formats conforming to ISO45001, ISO14001 and PETRONAS HSEMS.
b. Coordinate maintenance of OPU certification to ISO45001 & ISO14001.
c. Execute roll out and implementation of HSEMS for all staff.
d. Governance on the contractor management
2. HSE Assurance
a. Execute the implementation of HSE assurance program include HSE functional audit, internal audit, certification audit
b. Coordinate with certification body for recertification and surveillance for ISO 45001:2018 and ISO 14001:2015
c. Ensure findings closure from all assurance exercises
3. Performance Management
a. Plan and track annual HSE performance objectives and targets.
b. Track and analyze HSE performance, propose and monitor implementation of intervention plans for gaps closure and improvement.
4. Governance
a. Lead and drive the governance of Contractor Management for safety related issues
b. Custodian of all Access Permits, PTWs, Hot Work Permits etc
c. Custodian of KLCCUH e-PTW system
d. Evaluate and approve all JHA, HIRARC, HER of all works prior commencement.
e. Coordinate the Safety Marshall operation and scheduling
5. HSE Capability Development
a. Execute HSE capability and Generative Culture program among staff, consultants and contractors.
b. Implementation of HSE capability program by collaborating with Corporate HSE staff.
c. Plan, develop and conduct training programs for the staffs to meet the needs of awareness and initiative aligning to management and company objectives.
d. Plan and execute related program and training to enhance knowledge and staff awareness among all level of staffs within KLCCUH
6. Accident / Incident Investigation
a. Conduct incident investigation to identify root causes and lesson learnt for information sharing within organization in accordance to PETRONAS Incident Management System.
7. Emergency Response Plan (ERP)
a. Coordinate and facilitate the implementation of KLCCUH ERP and aligned with PETRONAS Contingency Planning Std (PCPS). ?
b. Coordinate and facilitate to all UH managed facilities on establishment of Emergency Response Plan (ERP)
8. Collaboration with External Parties
a. Establish network and maintain good rapport and working relationship with local authority and other statutory bodies and industry to keep abreast with latest technology and statutory requirements in achieving excellence in HSE performance in OPU business.
9. Social Performance
a. Assist Social Risk Assessment by Corporate HSE which cover areas of Labour and Working Condition, Responsible Security, Community Well-being and Supply Chain management.
