ALBS is an Air Liquide entity in Kuala Lumpur, regrouping for the APAC scope its Business Service Centers (Kuala Lumpur and Shanghai) as well as the two Global Functions (IT, Digital and Procurement). The Head - Process, Methods, Referential & Tools, APAC Procurement is responsible for managing the foundational capabilities that underpin the overall Procurement Process, Methods, Referential & Tools in APAC. This includes managing and empowering a strong team within the respectives areas of subject matter expertise, desiging and implementing sound governance, enabling solid systems and processes including continuous improvement, facilitating excellent stakeholder engagement and supplier relationship management; and ultimately developing all necessary foundations that allow the entire APAC Procurement Organization to identify, capture and sustain value from Air Liquide APAC supply network. As a member of the APAC Procurement Organization, he/she contributes to its global mission: - Achieving the overall APAC Procurement Objectives - Building and operating a world-class Global Procurement Organization, sharing common processes and engaging a streamlined suppliers base - Generating sustainable value for the business, through collaborative efforts involving business leaders and subject-matter experts throughout APAC.

How will you CONTRIBUTE and GROW?

A. Build and manager the foundations of Procurement Performance
" - Design, develop and execute strategies that enable a highly effective Procurement PMRT function
- Recruit, develop and lead the PMRT team, promoting a customer-centric mindset
- Engage business leaders and possibly reluctant end-users impacted by Procurement improvement initiatives, proposing collaborative solutions to create excellent relationships
- Extract benefits from leveraging APAC-wide spend and efficiencies associated with shared Governance, processes and resources
- Represent the Procurement PMRT function in a leadership capacity on critical business matters involving various internal/external stakeholders
- Ensure a sound communication/on-boarding/training plan is in place for all concerned users, starting with - but not limited to procurement teams

B. Ensure Supplier Performance Collaboration
- Design policies and procedures to ensure performance of suppliers in terms of quality of products and services incl. delivery, according to procurement specifications and with no compromise on safety, ethics & CSR
- Ensure requirement for supplier\'s continous improvement is part of standard procurement contractual clauses... and translates in concrete positive outcomes for Air Liquide
- Make sure performance KPIs are monitored, recorded, discussed with suppliers - with required corrective actions implemented, and these KPIs are shared across APAC/Group Procurement and users community, including timely alert in case of major deviation

C. Drive Governance & Compliance
- Establish, implement and manage best in class Procurement Governance
- Train Procurement staff, suppliers and end-users to ensure overall compliance with Procurement Governance
- Obtain commitment of all APAC procurement teams to ensure that compliance with all applicable Governance rules, policies & procedures is effectively a mandatory requirement for suppliers to make business with Air Liquide
- Model and promote high-ethics behaviours
- Develop reporting capabilities and KPIs to achieve the above

D. Lead Procure-to-Pay (P-to-P) Proces Transformation
- Optimize P-to-P procurement processes across APAC to achieve best-in-class level
- Drive process and technology adoption and compliance
- increase efficiencies and automation and compliance so that countries procurement team shift from transactional to strategic activities, notably thru the implementation of catalogues, online approvals, automatic imput of key accounting data.

E. Build and Own Procurement Analytics
- Ensure procurement data collection, management and visualisation processes and tools are in place to support category management teams\' analytics needs
- Collaborate with Category Management Teams to elaborate cost models and forecasts
- Own Procurement Master Data, and ensure access rights are granted in accordance to Group/APAC well defined rules
- Ensure procurement staff understands requirement for data quality and are trained on best practices and analytical techniques

F. Implement Digital Transformationin Procurement Organisation
- Group Digital Roadmap ( Sourcing, Contract Management, Supplier Master, savings tracking, risk management, Supplier relationship management)
- Hub Transformation (Business Intelligence, Cleaning algorithm, catalogues purchasing, Chatbot)

G. Reporting
- Collaborate with AGS Finance & Operations Control to report Countries, Clusters and Hub and Group Procurement to establish the yearly target.
- Reporting and Analysis on results VS target, reforecasts in efficiency and procurement reporting tool SMART
- Countries Spend reporting to the Group by suppliers and by Category in Procalis

Are you a MATCH?

10 - 15 years of procurement management experience in a managerial position

Master or Bachelor\'s Degree in Business, Commerce, Finance or Procurement

Strong people management experience

Capability to influence leaders - including across/beyond hierarchical lines, and get them to change work practices

Complex project(s) management

Finance/IT/Procurement

Transversal leadership
