POSITION SUMMARY:

The Assistant Manager will become a key member of the Malaysia operations leadership team supporting and improving the human capital productivity and organizational effectiveness aligned the organization\'s business objectives. The Assistant Manager will lead and execute employee relations programs that encourage and improve the level of interaction between management and employees. The Assistant Manager will partner with members of the business leadership team and HR peers. This job also includes overseeing the management of industrial relations matters and employee relations programs/events.

RESPONSIBILITIES: * Supports the full spectrum of Talent Acquisition for critical roles and employer branding to attract talents.

  • Provide end-to-end operational recruitment process support.
  • Develop innovative recruitment strategies and analysis to drive sourcing strategy, campaign strategies including identification of new different sourcing channels, as well as shared best practices in industry and market intelligence data.
  • Plan, implement, and execute recruitment strategies that attract and build talent pipeline for current and future hiring demands through coordination with external partnerships (i.e. universities, colleges, job boards and other relevant parties).
  • Responsible for all employer branding activities in various career fairs, public events and recruiting network.
  • Work collaboratively with business managers to drive performance, plans and initiatives to support local and business strategy.
  • Ensure recruitment processes run smoothly and talent requisitions are successfully closed in the stipulated timeframe and budget.
  • Provide support on Employee Relations & Industrial Relations (ER & IR) and Performance Management best practices and initiatives.
  • Represent the first point of contact for Employee Relations & Industrial Relations (ER & IR) matters by providing the highest quality service by responding to their people-related inquiries and concerns.
  • Provide advice and coaching to business managers and employees on disciplinary management and performance management.
  • Oversee and assist in proactive Employee relations programs and matters, welfare and corporate social responsibility Programs that is aligned with the business needs.
  • Design and development of ER policy, processes and tools to deliver required changes at all levels of the organization.
  • Manage matters concerning worker\'s disciplinary, misconduct investigation and conducting domestic inquiry when necessary.
  • Compliance to ISO (Internal Organization for Standardization), Employment Act and RBA (Responsible Business Alliance).
  • Manage the accommodation and transportation for direct labor and Government related matters for foreign workers and Expat Hiring.
  • Administer and oversee accommodation of hostels and transportation for direct labor and responsible for all hostels and transportation matters such as rental, tenancy and contract renewal, audits and compliance, etc.
  • Liaise with contractor or outsourced resources providing the services such as accommodation and food/canteen.
  • Management process of foreign workers and Expatriate Hiring and liaise with Immigration Department, and Expatriate Services Division (ESD) on permit application and renewal.
  • Adhere to organizational requirements on quality management, health & safety, code of conduct, legal stipulations, environmental, 5S policies and general duty of care.
  • Other duties and responsibilities assigned from time to time.
WORK ENVIRONMENT
  • Location: Penang Science Park, Simpang Ampat Penang.
  • Mostly office environment with some travel up to 10% of time.
QUALIFICATIONS:
  • Strong understanding of traditional HR tools: staffing, C&B, organization design, performance management, HR measurement and legal compliance.
  • Understanding of workforce demographic issues/trends.
  • Demonstrated negotiation & influencing skills that will be effective in a complex, rapidly moving organization. Creative in approach with diplomacy.
  • Strong problem-solving skill and ability to effectively deal with conflict.
  • Ability to work conceptually as well as deliver operationally and will possess a strong mix of strategic and operational HR skills.
  • Strong relationship management skills; a skillful team player with the ability to network effectively up, down and across the business.
  • English language capabilities.
  • Excellent communication skills; articulate, possessing both credibility and integrity.
  • Assertiveness, confidence, a self-starter.
  • Result-oriented, initiative-driven, dynamic, energetic and outgoing personality.
EXPERIENCE:

Essential:
  • Minimum Ten (10) years of working experience specializing in Industrial Relations & Employee Replations.
  • Experience in Change Management will be an advantage.
  • Well versed with Malaysian Employement Act 1955, Industrial Relations Act 1967, Trade Union Act 1959 and current Labour Law practives.
  • Ability to handle Industrial Relations matters relating to employee discipline, domestic inquiries and grievances.
  • Posses experience in other HR fields ie. Recruitment, Learning & Development, Performance Management, Compensation & Benefits will be added advantages.
  • Must have working appreciation of all fields within HR.
  • HR strategy implementation with client groups solving business needs.
  • Must have worked effectively with client groups solving business problems in a fast paced and matrixed environment.
  • Must have experience with a highly professional workforce.
EDUCATION:

Essential:
  • Degree in Human Resources, Business, or related discipline.
Desirable:
  • PHR, SPHR, or GPHR.
  • Masters Degree in Human Resources, Business, or related discipline.
OTHERS:

Applicants must be willing to work in Penang Science Park, Simpang Ampat.
