This position is located in the UNODC Programme Office in Malaysia (POMAL) with duty station in Kuala Lumpur, Global Maritime Crime Programme (GMCP), Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), Division for Operations (DO). The Associate Programme Officer (GMCP) will work under the overall guidance of the Senior Programme Officer heading the Global Maritime Crime Programme, and the direct supervision of the Project Coordinator for Southeast Asia and Pacific, Global Maritime Crime Programme. The work will be carried out in close coordination with the Border Management Branch (BMB) and the Regional Office for Southeast Asia and the Pacific (ROSEAP) and substantive units at headquarters, as well as relevant field offices.

Within assigned authority, the Associate Programme Officer (GMCP) will assist in the implementation of activities being carried out in Malaysia under a UNODC GMCP sub-programme, which aims to increase regional capacities to plan, train for, and respond to maritime transnational organized crime. The incumbent will be responsible for the following specific duties:

• Assist in the development, implementation and evaluation of the Programme activities under the Global Maritime Crime Programme particularly those related to Transnational Organized Crime and Maritime Crime including, support to maritime crime law enforcement authorities, and other criminal justice support delivered under the UNODC Global Maritime Crime Programme in liaison with relevant Ministries.

• Assist in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement authorities and other criminal justice authorities.

• Assist in the coordination of regional forums on maritime law enforcement and maritime counter-narcotics forums in Southeast Asia and the Pacific.

• Assist in organizing specialized training on issues related to maritime law enforcement and other forms of transnational organized crime for national officials involved in responding to maritime crime.

• Assist in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of custodial authorities and other criminal justice authorities, including maritime law enforcement authorities.

• Assist in project/programme and/or budget revisions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime.

• Contribute to substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.

• Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc.

• Provide administrative and substantive support to consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.

• Support field missions including provision of substantive and administrative support, data collection, etc.

• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

• Perform any other work-related duties as required/assigned. Competencies

An advanced university degree (Master\'s degree or equivalent) in justice, law, criminology, conflict resolution, International Relations and International Security, Business administration, political science, humanities, sociology or related field is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible professional experience in project/programme management, administration or research within the area of rule of law and criminal justice in an international organization or maritime governance OR the successful completion of the Young Professionals Programme Examination (YPP)/the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience working with maritime law enforcement or drug trafficking is desirable.

Experience in post-conflict, peace-building or developing studies on Maritime Trafficking is desirable.

Work experience within the United Nations system or similar international organizations is desirable.

Experience in data analytics or related area is desirable.

Work experience in the fight against international crime is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage. Assessment

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
