Bilingual Project Development Analyst

Job Description

We are currently looking for a Business Project Development Analyst. The position is based in the Philippines.

This role is a hands-on assistant and analyst supporting the Project Leader on two major initiatives: (1) the Cagayan Land Project (land acquisition, titling, land use reclassification, and land conversion), and (2) the Cagayan Renewable Energy Project (development of renewable energy power plants and related infrastructure on CEZA land).

The analyst works directly under the Project Leader, attending meetings, preparing bilingual (Chinese and English) meeting minutes, conducting deep-dive research, coordinating follow-ups, and assisting in resolving day-to-day issues and challenges across both projects.

Key responsibilities:



A. Meetings and Documentation



Attend meetings with internal teams, government agencies, advisers, project partners, and other stakeholders alongside the Project Leader. Take detailed, structured notes during meetings and discussions, capturing key points, decisions, action items, risks, and unresolved issues. Prepare professional meeting minutes in both English and Chinese, including agenda, participants, key discussion points, decisions, and action items with owners and deadlines. Circulate draft minutes to the Project Leader for review and update them based on feedback before wider distribution. Maintain an organized archive of meeting minutes, presentation decks, and key documents using agreed naming conventions and storage locations.

B. Research & Briefing



Perform desktop research on land titling, land conversion, zoning, CEZA rules, and related Philippine regulations, including cross-checking with overseas benchmarks where relevant. Research renewable energy topics such as solar and wind power, power market structure, tariffs, policy frameworks, and key market participants. Prepare structured research notes, briefing papers, and comparison tables that summarize complex topics into clear, concise outputs for the Project Leader. Support basic financial and project analysis in Excel (e.g., simple cashflow projections, high-level payback and sensitivity checks) under the guidance of the Project Leader.

C. Land Titling & Land Conversion Support



Help track the status of land parcels, including titled versus untitled land, tax declarations, and land classifications (agricultural, forest, etc.). Assist in maintaining trackers for CEZA clearances, LGU reclassification, DAR conversion, DENR-related processes, and other relevant approvals. Coordinate with ground teams, surveyors, lawyers, and consultants to obtain, check, and file documents required for land titling and land conversion applications. Support the preparation of summaries, cover notes, and document packs for submissions to government agencies, CEZA, and other authorities.

D. Renewable Energy & Infrastructure Project Support



Support the Project Leader in coordinating with potential technical partners, developers, utilities, and other stakeholders for renewable energy and related infrastructure projects. Review and summarize letters of intent, memorandums of understanding, presentations, technical reports, and basic term sheets into short internal memos that highlight key points and open issues. Maintain trackers for project milestones, key permits and approvals, site studies, and counterparties for the renewable energy and infrastructure workstreams. Assist in preparing presentation materials, slides, and charts for internal reporting and partner updates.

Project Coordination & Follow-Up



Prepare meeting agendas and background packs (key documents, summaries, and questions) for the Project Leader. Record and track action items from meetings, follow up with responsible individuals, and provide regular status updates to the Project Leader. Help maintain project trackers in Excel or other tools for both the land project and the renewable energy project, ensuring information is up to date and accurate. Support general project management discipline, including basic version control on important documents and clear documentation of decisions.

General Support to Project Leader



Draft emails, letters, memos, and internal reports in both English and Chinese based on guidance from the Project Leader. Assist in preparing PowerPoint presentations and other materials for internal and external audiences. Handle ad hoc tasks and urgent assignments in a professional, timely, and confidential manner. Act as a flexible assistant to the Project Leader, helping to address operational issues and solve problems as they arise across both projects.

Qualifications



Bachelor's degree in Business, Finance, Economics, Law, Urban or Regional Planning, Public Administration, Engineering, or a related discipline. 1-4 years of relevant experience in research, project development, consulting, banking, legal, real estate, renewable energy, infrastructure, or similar fields. Exposure to land titling, land conversion, zoning, or real estate development (in the Philippines or overseas) is a strong advantage. Exposure to renewable energy or infrastructure projects (even in a junior or support capacity) is preferred. Experience working with or around government agencies, regulators, LGUs, or economic zones is an advantage.

Skills and competencies



Language & Communication

Advanced written and spoken English, with the ability to prepare formal business documents and meeting minutes. Advanced written and spoken Chinese, with the ability to prepare formal business documents and meeting minutes in Chinese. Ability to translate and summarize information accurately between English and Chinese and adjust tone for different audiences (management, government, partners). Strong writing skills; able to summarize complex discussions into clear, structured minutes and concise reports.

Research & Analytical Skills

Strong desktop research capability and familiarity with using online and public sources. Structured, logical thinking with the ability to organize information, highlight key issues, and propose options. Comfortable working with Excel for lists, trackers, and basic quantitative analysis. Proficient in PowerPoint and Word for preparing reports and presentations.

Project & Coordination Skills

Highly organized and able to manage multiple meetings, tasks, and deadlines across two major projects. Experience in meeting coordination, note-taking, and tracking action items is preferred. Ability to interact professionally with internal teams, consultants, and government contacts. Reliable and consistent in following up on commitments and closing loops on outstanding items.

Personal Attributes

High attention to detail, especially with names, dates, land details, and recorded agreements. Proactive and resourceful; does not simply wait for instructions but suggests ways to move work forward. High integrity and discretion; comfortable handling confidential and politically sensitive information. Resilient and patient when dealing with bureaucracy, changing timelines, and complex stakeholders. Willingness to travel to Cagayan / CEZA as required by project needs.
