Act as the primary on-ground IMU representative for the Campus Transformation Project, overseeing its implementation to ensure it adheres to plans, specifications, and budget. Provide timely progress reports to the IMU Campus Transformation Task Force.
Job Responsibilities
Internal Stakeholder Management
Liaise and responsible as the main contact point with all Subject Matter Experts (SMEs) / Heads of Department to ensure compliance with IMU and department requirements and logistic coordination among the stakeholders in Campus Transformation Project.
Prepare necessary reports to IMU Management / Steering Committee to ensure timely and accurate reporting on the status of the Campus Transformation Project.
External Stakeholder Management
Liaise as MU's representative in project meetings with Consultants and Contractors covering project scope, design, tendering, construction, commissioning and handover.
Liaise with the landlords if projects relates to property not owned by IMU.
Ensure meetings for all Consultants to finalise the design of respective departments during Design Phase and minimise potential changes to design during Construction Phase to ensure customers' expectations are met and avoid unnecessary time and cost incurred.
Ensure construction progress meetings for all Consultants and Contractors to ensure project completion within stipulated specifications, cost, and timeframe.
Ensure coordination with Consultants and Contractors on operational readiness issues to ensure smooth handing over to Operation Teams with complete documentation.
Oversee Consultants' management of all local Authorities submissions and approvals, and Certification of Completion and Compliance (CCC) approvals to ensure smooth project completion within timeline.
Attend periodic inspection at construction site to ensure compliance to safety and health requirements and defects rectification.
Evaluate and modify schedules as necessary to meet schedule milestones and financial goals (with IMU Campus Transformation Project Team).
Review construction problems and update project schedules as needed with IMU Campus Transformation Project Team to meet schedule milestones and financial goals
Financial Management and Governance
Liaise with IMU Finance & Procurement team in all tender processes to ensure expectations are set for both IMU and external parties on direction, project cost management, and specifications.
Manage project budgets in compliance with budget and cashflow availability. This includes control of payment of job costs based on document review and approval, and coordinate with IMU Finance for job payments to ensure timely payment for job completion.
Department
Ensure required competence and skill level of subordinates are developed in meeting operational needs.
Ensure the department operates within set budget so as to optimise resources.
Oversee the Assistant Manager of Campus Transformation who is part of the IMU Project Team.
To undertake ad hoc assignments as and when required.
Job Requirement
Bachelor's degree in Construction Management, Property Management, Architecture, or Engineering.
5-7 years of working experience in construction or facilities management.
Experience in healthcare facilities management and managing consultants and contractors is an added advantage.
Strong project management skills.
Good knowledge of:
Design plans
Construction contracts
Relevant regulatory and statutory requirements
Strong team leadership capabilities.
Excellent analytical thinking and problem-solving skills.
