plays a crucial role in developing accurate and competitive
quotations, cost estimates, and tender submissions
for electrical and ACMV projects. This role bridges engineering knowledge with commercial analysis, ensuring all proposals are technically correct, competitively priced, and aligned with MCCT's business objectives.
Working closely with the Project, Design, and Engineering Teams, the CE manages
costing, sourcing, budget preparation, and procurement
once a project is awarded. Strong commercial awareness, technical understanding, and meticulous documentation skills are essential for success in this role.
Duties and Responsibilities:
1. Quotation & Costing Preparation
Prepare
quotations, proposals, and cost estimates
based on SOW obtained from PM/PE/DE site visits or tender documents.
Insert
labour, material, equipment, subcontracting, and consumable costings
into the cost sheet.
Ensure all costings are
accurate, complete, and aligned with project requirements
.
Propose and obtain GM approval on the
profit margin
before releasing the quotation.
2. Pricing, Sourcing & Supplier Management
Source, evaluate, and obtain pricing
from suppliers, vendors, and subcontractors.
Negotiate for
best commercial value
, ensuring quality and compliance with specifications.
Maintain an updated database of
material costs, labour rates, and supplier pricing
.
3. Tender Management & Commercial Submission
Prepare
commercial documents
, tender forms, price schedules, and compliance statements.
Coordinate with the Design Engineer for technical inputs required in tender bids.
Ensure timely, accurate, and complete
tender submission
(physical or online).
4. Post-Award Budgeting & Project Cost Control
Upon receipt of PO/LOA, rationalize and finalize
unit rates, budgets, and cost breakdowns
.
Prepare the
Project Budget Costing Template
and upload into MCCT's internal system.
Coordinate with the Project Team for
budget handover and cost alignment
.
5. Procurement & Materials Management
Handle
material sourcing, purchasing, and order placement
in accordance with approved budget.
Verify specifications, quantities, and delivery requirements before issuing purchase requests.
Support Project Team in expediting deliveries and resolving supply issues.

Ensure compliance with MCCT's
Quality Management System
related to documentation and procurement.
7. Continuous Improvement & Other Duties
Keep updated on
market pricing, industry cost trends, and new technologies

Support review and improvement of estimating templates and cost-pricing methods.
Implement all relevant policies, procedures, activities, and instructions as required by the Quality Management System.
Undertake any other duties and responsibilities assigned by the Board of Directors (BOD).
Qualification & Requirements
Degree in Electrical Engineering or Mechanical (ACMV)
or related field.
Minimum 2 years of experience
in M&E contracting, costing, or tender/commercial work.
Strong knowledge of
electrical systems, ACMV systems, materials, and typical installation methods
.
Ability to prepare
accurate cost estimates
, BOQs, proposals, and tender pricing.
Proficiency in
MS Excel
, cost estimation tools, and commercial templates.
Strong negotiation and
supplier-sourcing skills
.
Detail-oriented with strong
numerical accuracy
and documentation discipline.
Good communication skills and ability to coordinate with multiple departments.
Able to work under pressure and meet
tight tender deadlines
.
Willingness to visit sites for data collection or verification when required.
