SUMMARY OF ESSENTIAL FUNCTIONS:

The Commodity Classification Expert will be mainly responsible for performing HS Classification and Export Classification related duties for the APAC countries. Along with this, the candidate will also be responsible as a Trade Compliance Officer to implement divisional and group trade compliance programs for Smiths Detection.

Devise consistent classifications supporting company strategies and priorities to meet business needs that will enhance Smiths branding and market competitiveness. The position will report to Senior Manager, International Trade Compliance for the APAC region. The job holder will need to work closely with Divisional and Group International Trade Compliance colleagues and teams.

Duties & Responsibilities

SPECIFIC DUTIES, ACTIVITIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • Perform Harmonized System (HS) Tariff Classification for raw materials, spare parts and finished goods.
  • Perform Export Classification (ECCN/ECN) for hardware, software and technology for APAC countries where strategic goods regulations are in place.
  • The applicant must be familiar with several APAC countries HS Tariff and Export classifications.
  • The candidate must be able to demonstrate knowledge about rules of classification and familiarity with explanatory notes. Knowledge of various Free Trade Agreements will be an added advantage for success in this position.
  • Should have experience with recordkeeping and managing data, coordinating workflow with other experts, advising internally and externally on technical aspects of import/export classification, and licensing issues.
  • Good technical understanding of detection product range.
  • Experience of performing system assisted HS and ECCN classification will be an added advantage (SAP GTS and OCR EASE applications).
  • The candidate must attend to classification request promptly, raise classification request where needed, review workflow and collaborate with product technical Managers to review technical information for classification needs.
  • Search for technical information, record the details into the system, review and determine the classification.
  • Once classification is determined, record reasons for choice of classification and upload the results into the system.
  • Perform periodic systems updates when country level Tariff changes or other regulatory updates requires system information to be revised.
  • Collaborate with Global Data Governance (GDG) team for executing system upload and downloads.
  • Engage and support internal and external stakeholders on import duty determination.
  • Prepare classification results to share with Customs Brokers.
  • Ensure the highest possible level of accuracy per the country specific regulations.
  • Review and implement classification process for each country in APAC.
  • The classification expert will also collaborate with other regional team members and Smiths Group to determine when a customs ruling request is appropriate.
  • Where Customs rulings are absent, assist local teams or country Trade Compliance Officers to prepare for classification requests or Customs rulings.
  • Candidate may be assigned the responsibility for providing the necessary research and product data in support of filing classification determination and Customs rulings with local authorities.
  • Recommend process improvements for area of responsibility.
  • Communicate effectively and professionally with team members and external vendors.
  • Prioritizes tasks, takes responsibility for results, and uses escalation paths if needed.
  • Collaborate and communicate relevant information to leadership to optimize the import of goods under the most eligible duty rate using appropriate import regulations in APAC countries.
  • Upholds the security and confidentiality of documents and data within area of responsibility.
  • Classification expert is expected to take continuing education courses to maintain their trade compliance expertise and, for the HS Classification Team, knowledge of our products, and are supported in doing so.

The Individual

POSITION REQUIREMENTS:

Education:
  • Minimum Bachelor\'s degree in an engineering discipline / Logistic / Supply Chain / Business Administration or equivalent.
  • Customs brokerage license or qualification is preferred.
Experience:
  • Experience with applicable export and import controls, economic sanctions, anti-bribery/anti-corruption and other trade laws, regulations, and requirements administered by local legislation.

  • Experience advising others on complying with Trade requirements.
  • Experience giving training presentations.
  • Experience conducting internal assessments and drafting reports.
  • Experience assisting with internal investigations of potential non-compliance.
Knowledge/Skills:
  • Good skills in Excel.
  • Knowledge of SAP/OCR Ease/Customs Tariff code/ Certificate of Origin processes and related requirements.
  • Team Player with Positive Mindset.
  • Ability to communicate across all levels of the organization.
  • Able to work independently under minimal supervision.
  • Person of integrity and is trustworthy.
  • Strong organizational skills.
