SCOPE OF SERVICES:

• Deliver project controls functions according to the requirements of Transmission Substation Project.
• Supervise the project controls resources assigned to the Project Control Team for Transmission Substation Project (TSP) portfolio.
• Lead & responsible for cost estimating and control, schedule development and control, project reporting, risk management, and interface management.
• Lead and contribute to the preparation of DG document packages & paper, project CCE updates and GOMC/GEC/Board papers; and ensure quality control on the contents and formats.
• Responsible for supervising and coaching the project controls personnel to acquire the necessary knowledge and skill sets for performing various project controls functions.
• Review and analyze cost estimates, change orders related to time and budget, invoices, construction productivity, physical engineering/construction progress and commissioning progress etc.
• Facilitate schedule workshop in developing detail Work Programme/Schedule for different project phases with the engagement of respective stakeholder.
• Prepare Monthly Project Cost Report and ensure correct charging.
• Prepare CAPEX yearly forecast and subsequent update and review.
• Update, monitor and control of the project work schedule.
• Facilitate on the workshop by identifying the potential risk for the project and regular updating on the risk register.
• Prepare monthly FEL report based on the schedule, cost and risk of the projects.
• Regular update project reports, cost control, schedule monitoring and controls in order to provide review to project team for impact mitigation exercise.
• Supports the Projects Controls Manager in providing technical and administrative direction, coordination, evaluation, training and coaching to project team.
• Provide input to continuous improvement, standardization and digitalization of project control processes and tools.

THINKING ENVIRONMENT & CHALLENGES (PROBLEM-SOLVING):

• Ability to understand & coordinate multiple work packages and stakeholders for project interfaces.
• Facilitate proactive resolution of priority issues.
• Provide advice for all matters related to Project Controls functions.
• Manage projects across a complex portfolio of sites &/or projects or on large projects.
• The need to justify and convince top management on overall project business case.

QUALIFICATION & WORK EXPERIENCE (KNOW-HOW):

• Degree in Engineering, Project Management, Construction Management, Quantity Surveying or equivalent with 7 - 10 years working experience including 3 years hands-on experience in project management of construction projects in the areas of project controls, contract management, engineering management, safety management or construction management.
• Professional Certification and Certification in Project Management is an advantage.
