Job Description


StatusPOSITION : Engineer, ContractsREPORTING TO : Head of Maintenance, Integrity, and Inspection SectionDIVISION/DEPARTMENT : PBF/MLOCATION : KL Office1. KEY OBJECTIVES

  • The Contracts Engineer provides support to the Maintenance Engineering & Reliability, Asset Integrity And Subsea team and is able to deliver the following key objectives:
  • Responsible for input to, liaising, and coordinating with the Procurement Department & Legal Department for maintenance-related procurement activities.
  • Liaise with Petronas / Partners on maintenance-related procurement activities.
  • Review all maintenance related internal/external tender documents from Procurement Department.
  • Coordinate & provide maintenance input for maintenance-related tender activities, i.e. Contracting Strategy (CS), Scope of Work (SOW), Tender Plan (TP), Commercial Modelling, Technical & Commercial Evaluation Criteria, Technical Evaluation, Technical Clarifications, Budget Estimates, etc.
  • Liaise with user to advise and develop new contract.
  • To ensure replacement contracts are available timely.
  • Provide contract & procurement input on process and advise to contract holder including assist to solve post award contract matter with contractor.
  • Participate in Company technical review meeting and provide input and seek management approval.
  • Assists Advisor, Contract managing all Maintenance contracts.
KEY OBJECTIVES (Cont)
  • Manage and Administer Contract activities, comprising:
  • Monitor Actual Spend vs. Approved Contract Value (ACV): Assist Procurement Department by providing technical / commercial justifications for ACV under-runs / over-runs.
  • Monitor work forecasts vs. available ACV for any necessary action(s).
  • Monitor deviation to contract work scope / new technology: Assist Procurement Department in raising Change Order(s).
  • Provide support & information to Production Operations team (PBF/M Engineers, etc.) for all Maintenance contracts, eg. Contract strategy, provisions & scope, exposures, etc.
  • Maintain updated records of all Maintenance contract's key information, e.g. weekly highlights to the team.
  • Assist Company representative to coordinate meeting with the contractor.
  • Interface Coordination: provide relevant feedback / input to Contractors, such as performance, quality, etc.
  • Set priorities and manage work assignments for direct reports to ensure efficient use of resources.
2. PRINCIPAL ACCOUNTABILITIES
  • To support the Maintenance Engineering & Reliability, Asset Integrity And Subsea in the execution of the department's work scopes.
  • To coordinate and input to the Procurement Department for all PBF/M's related procurement activities.
  • To review all tender plan, T&C, SOW, commercial & contract administration of tender documents.
  • To attend weekly Procurement Committee (PC) seating to assist tender paper presentation by Procurement Analyst.
  • Monitor PO / Actual Spend / ACV for Maintenance Contracts.
3. KEY AUTHORITIES
  • Responsible for scheduling technical activities to support the project development, in particular relating to onshore and offshore engineering works.
  • Interface with the Procurement, Operation, Logistic, Maintenance to ensure smooth execution on the contract. Ensuring that all activities comply with all Company, Petronas, and Government requirements and regulations as applicable.
4. SAFETY RESPONSIBILITIES
  • Full compliance with PTTEP SSHE policy and guidelines.
  • To ensure that PTTEP's SSHE Policy requirements are adequately communicated to vendors during the tendering and contracting stage.
  • Terms and conditions of contracts must include these HSE Policy requirements.
5. WORKING RELATIONSHIP
  • All Procurement team personnel.
  • Maintenance, Production, Legal & Logistic personnel.
  • Petronas / Partners.
  • Contractors.
6. QUALIFICATIONS AND EXPERIENCE
  • University Bachelor's Degree in Engineering.
  • Minimum of 7 years relevant experience - Oil & Gas Exploration & production company.
  • Of which minimum 5 years' experience in Operations Engineering (Maintenance /Facilities /Production Engineering).
  • Minimum of 3 years' experience in contract engineering/maintenance.
  • Strong computer literacy, i.e. Microsoft Office Suite.
  • Strong organizational skills.
  • Strong teamwork skills.
