The Reliability Engineer Purpose:

• Maximize defect elimination by ensuring the identification, prioritization, and mitigation of reliability threats across site has become standard work via the Mitigate Threats Oppourtunities (MTO) work process.
• No surprises . . . minimize production impacts by proactively identifying and understanding complex problems through reliability performance data analysis and application of the most advanced analytical approaches.
• Optimize equipment costs, availability and sustainability through the RCM Living Program and Infrastructure and Utilities system assessments.
• Minimize cost and the amount of change to the facilities by ensuring a problem is well defined and understood before solutions are developed (grow causal reasoning/learning at the site).
• Maximize the Production Team effectiveness by ensuring the team is working on the highest priority activities to deliver the Business Plan (ensure consistent risk assessment across site).
• Support the long-term Business Plan development by organizing the Reliability Improvement Strategies and Plans for the Site and Production Teams.
• Lead complex problem solving teams that involve multiple disciplines, sites and resources within Shell.

Job Responsibilities:-

• Analyzes Plant reliability performance data (Production Losses), and provides reliability data to site personnel (for Project Forms, Asset Master Planning, risk assessments, Reliability Steering Team (RST) reviews, etc.).
• Knowledge / skill of Reliability Engineering Principles, practices and application, and ability to discern appropriate application including but not limited to: Failure Mode and Effect Analysis (FMEA), Causal Learing investigation techniques (level 1 and 2), Fault Tree Analysis (FTA), Reliability Block Diagram (RBD), Life Cycle Cost Analysis (LCCA), Crow-AMSAA methodology, Weibull analysis, etc.
• Communicates performance data to the site \xe2\x80\x93 including site leadership, production teams, and run and maintain organization.

• Participates in RST meeting as needed on various topics, and helps develop the agenda.
• Provides updates to RST on Big Hit items closure status and mitigation of other reliability threats.
• Link between the Production Teams and the RST attendance / participation in routine run and maintain meetings to ensure Preventive Maintenance (PM\xe2\x80\x99s), RCM, and other aspects of reliability are represented.

• Facilitates / participates in sidebars after the routine run and maintain meetings to help create clarity and ensure Reliability is in the picture.
• Inquires on systems perspectives when engaged in discussions throughout the organization
• Helping link the different facets of Reliability (MTO, PM, RCM, RST, Bad Actor lists, etc.) into one strategy.

• Helps implement and execute the Mitigate Threats Oppourtunities (MTO) Process through the Production Teams.
• Expert user of the MTO database, educating others on how to use it.
• Resource for risk assessment of threats in the database, providing a common link across the organization to help ensure consistency.
• Knowledgeable in the following areas and available to the department and the organization to provide skills in Investigation facilitation / Causal Learning

• Ensures that the right events are investigated \xe2\x80\x93 be the Production team conscience for Causal Learning.

• Assures technical support for the RCM work process.
• Defines asset availability and capability gaps.
• Assists in development of the site\xe2\x80\x99s Reliability Strategy to close gaps in availability, capability and competence. Ensures annual strategy preparation is data based using RE tools and GUS.
• Provides resources and support for reliability issues for Production Managers.
• Facilitates learning from repetitive failures and reliability events.

• Assures technical support for Potential Threats Mitigation work process.
• Assures Reliability Metrics are compiled and communicated
• Performs Deep Dives on equipment and processes based on performance, risk, and criticality. Techniques to employ here include FMEA, Fault Tree Analysis, etc.
• Equips individuals and teams in the knowledge, concepts, and skills to analyze and mitigate equipment failures.
• Integrates RCM with other key work processes.
• Develops competencies for discovering and resolving latent human factors and system failures impacting production.
• Provides reliability resources to appropriate work processes.

• Uses Reliability Engineering Principles and Reliability Centered Maintenance tools (Weibull, FMEA, Fault Tree) to increase production and eliminate bad actors.
• Evaluates and quantifies the impact of capital projects such as design changes, or equipment quality that will have an impact on reliability.
• Focuses on reliability issues and not fire fighting issues \xe2\x80\x93 work strategically not tactically.

• Ensures that the Production team is using Top threats and Bad Actor lists to drive what they work on.

• Performs Asset utilization and cost data analysis to develop and prioritize a list of reliability opportunities - top threats and bad actors.

Skills & Requirements:

-University Degree in Mechanical gas-related degree. Degrees in other fields will be considered with the relevant experience. Minimum 4 -7 years+ or more of work experience in Oil & Gas / Petrochemicals /Refineries industry past degree in engineering with experience in one or more of the following:

-Demonstrate skillset in RCM, MTO, SCE & PCE with learner mindset

-Shall be able to prepare/developing asset structure, SCE review and implementation, and bill of materials (BoM) using the equipment\xe2\x80\x99s drawings, circuit diagrams, PEFS, P&IDs, operation, and maintenance manual of OEMs. Data gathering for the reliability analysis from CMMS, maintenance manuals, best practices, etc. Perform Gap analysis between the P&ID\xe2\x80\x99s and CMMS maintainable data.

-Prepare & update the schedules for maintenance strategy reviews and conduct the reviews based on Risk and Reliability Management principles with tools such as PM Optimization (PMO), REM strategy reviews, RCM, and Equipment Care Starategy Library where applicable.

-Shall be able to conduct reliability centered maintenance studies for the rotating equipment, including package equipment. Able to interpret the RCM study results and convert them into PM routines for better maintenance efficiency. Participation/Leading end-to-end RCM process starting with identifying Threats and Opportunities to implementing RCM outcome with a mindset of CI (Continuous Improvement) is preferred.

-Integrity Assurance: Work with Technical Authorities (TA) on critical data for safety-critical element/ equipment; identification & review of Performance Standards for the SCE. Assist Reliability Technician/CMMS team on data upload to CMMS.

-Follow the AMS maintenance execution process (ME). Use SAP Preventative Maintenance (PM) notifications and work orders to manage work processes to ensure all equipment is maintained per scheduled maintenance plans on time. Lead multidiscipline engineers team to conduct RCM study and discussion with Site discipline & reliability engineers. E2E Implementation knowledge of the AMS MEC process.

-Hands-on Experience in Plant Maintenance in the Oil & Gas and Petro-chemical fields as a part of Refinery / Petrochemical / Oil& Gas Platform maintenance team and familiar with the daily operations, preventive maintenance, corrective maintenance activities

-Has exposure to Plant Turnaround / Pitstop / Major maintenance activities as either part of the maintenance team, planning team, and/or engineering support team.

-Knowledgeable in field inspection processes, corrosion monitoring, and related technical know-how, knowledge of various NDT processes, inspection management plans, task lists, piping integrity and maintenance of static equipment like pressure vessels, columns, heat exchangers, etc, & knowledge in Risk-Based Inspection (RBI) Methodology is an added value.

-Effective communication skills and stakeholder management is a necessary skill for the job.

-Experience in leading change in complex environments and a track record in building, influencing, and sustaining natural teams. Able to demonstrate in-depth technical knowledge on rotating equipment, valves, and reliability engineering. Solid experience in maintenance project management and facilitating continuous improvement. Able to deal with a wide range of stakeholders at different seniority levels and experience working with different cultures. Support the operational units via a virtual environment. Professional Engineering Certification (API, SIL/SIF, etc.) is preferred. Knowledge/Proficiency in SAP PM/MM module is an added value. Knowledge/Proficiency in MS Office, Power BI, Azure DevOps, etc. is highly desirable.
