KEY ACCOUNTABILITIES:

  • Provide assistance to the Manager, Wayleave Operations in ensuring all wayleave matters and issues are resolved in time so that project sites can be handed over according to schedule.
  • Provide guidance and directions to subordinates in terms of executing responsibilities to ensure a competent and motivated team.
  • Set and agree on the objectives, goals and targets within the team in the execution of project tasks.
  • Organize and conduct civic assemblies and explain to the local communities on SEB's plans, procedures for crops/land compensation, etc to ensure smooth progress in construction.
  • Liaise with other divisions, both within SEB and externally with the Government Department, Community Leaders and contractors.
  • Responsible and accountable for the effective co-ordination of Wayleave teams by monitoring workflow, progress and results.
  • Measure the performance of Wayleave teams against desired results.
  • Proactively assist in all other matters related to Wayleave Operations.
MAJOR CHALLENGES OF THE JOB:
  • Insufficient In-house Legal Provisions to Resolve Wayleave and Land Issues. The Electricity ordinance 1963 does not provide the power of enforcement for us to address and resolve pertinent wayleave and land-related issues. The enforcement of laws related to land can only be carried out by the government. As such, we are at the mercy of this situation all the time.
  • Complexity and Unpredictability of Wayleave Related Issues on Site. Unlike technical problems, wayleave related problems can be very sticky and requires not only written rules of law, but tact, courage and in depth knowledge of local issues to solve them. In most situations, it gets you exposed to physical threats of harm and danger.
  • Resources and Remoteness of Work Sites. Simultaneous implementation of projects is stretching the manpower of the Division thin. Staff have to travel for long periods of time from project to project. Some work sites especially for the 500kv project are far off in the interior which are not reachable by even 4WD. Staff working in those areas are at the mercy of nature in terms of communication, accommodation, safety and health. Communication via telephone is almost impossible too.
QUALIFICATION & WORK EXPERIENCE:
  • Bachelor Degree in Social Science or equivalent.
  • Diploma in any Social Science Discipline or equivalent from universities or institutions with minimum of 20 years relevant working experience in Wayleave.

Preference will be given to internal candidate.
