Job Description

DUTIES AND RESPONSIBILITIES

The Facilities Engineering Manager is responsible for implementing a comprehensive program (including both corrective and preventive activities) with a focus on continuous improvement and enhancing CPI/KPI deliverables with the application of Best Practices and wide range of engineering principles and practices to:

Facilities Operations

Implement SOP, BKM, ODP, RFC and performance measures to ensure accuracy of work methods and reliability of systems.

Drive comprehensive Maintenance programme to minimize maintenance, repair and replacement costs together with minimizing the risk of plant failure or interruption, with continuous quality improvement practices.

Lead Incident Post-mortem with comprehensive Root Cause Analysis, aided with FMEA and other established tools, and drive corrective and preventive action plans.

Interface directly with clients to identify and analyze critical needs, define problems, and develop specifications for solution process.

Plan and execute reliability improvement projects focused on new technology development, evaluation, and application to both existing and emerging risks.

Ensure all Ops-AIDE and Critical Environment (CEM) requirements are met.

Ensure all Reactive Maintenance is completed as per the agreed timeframes.

Risk Management

Implement comprehensive risk assessment including occupational health and safety, fire safety and essential services and environmental.

Implement risk mitigation plans or interim solutions and liaise with customer for alignment. Ensure Risk Register updated timely.

Assist in the development of guidelines and strategies to protect health and safety of staff and others and protect client reputations.

Implement disaster recovery and business continuity plans as established.

Ensure escalation procedures are updated and appraised for effective and efficient reporting including advice to client, account teams,

Procurement and Vendor Management

Develop Scope of Work for reliability improvement projects, incorporating feasibility, cost and risk assessment, and engage Procurement for commercial due diligence.

Lead site verifications, SoW clarification and technical assessment, and ensure process due diligence in accordance with established supplier engagement guidelines and commercial process.

Initiate Purchase Order Requests, stakeholder approvals, ensuring timely billing or invoicing and closure.

Facilitate contractor performance management programs in accordance to defined CPI/KPI deliverables.

Profitability/ Savings Initiatives:

Implement initiatives and strategies for structural and sustainable cost savings and service improvement.

Customer Service / Client Relationships:

Evaluate service response time and analyze occupants' service request trends and suggestions.

Pro-actively develop and manage client or business unit relationships ensuring that the expected service levels are achieved.

Lead by example and groom the team in achieving maximum client satisfaction level.

Reporting:

Ensure delivery of meaningful inputs across the functional in the development of monthly management reports.

Ensure data integrity and accuracy of all information reported associated with Daily Shift Ops Report, Weekly MRM Report, Monthly Report, Risk Assessment, BAR, Maximo PM Closure and other imperative updates.

Update the JLL dashboards and ensure that all reports and other relevant data is regularly updated.

Training:

Work closely with the JLL Management team to devise new and innovative methods of learning built around skill development, leadership and succession planning.

Leadership / Staff Management:

Actively encourage an environment that supports teamwork, co-operation, inclusion and performance excellence.

Coach for the team ensuring high staff morale, trust and work ethics.

KEY PERFORMANCE MEASURES

Individual Performance Agreement (IPMP) for Key Performance Measures.

Ensure the KPI Targets for the Account are met.

Initiatives introduced in the account.

ACADEMIC QUALIFICATION, PROFESSIONAL EXPERIENCE

Minimum Bachelor's degree in Engineering, or Facilities Management with 3 - 6 years' experience in leading engineering initiatives. Semiconductor experience would be an added advantage.

Sound technical knowledge in Testing & Commissioning, Quality Assurance & Quality Controls, Engineering System Design principles, Mechanical, Electrical and Fire Life Safety system operational philosophy,

SKILLS and COMPETENCIES

Interpersonal skills with a strong customer focus.

Team Leader with management skills and the ability to delegate.

Excellent written and oral communication skills.

Skilled in handling complex Engineering issues with strong analytical skills.

In-depth technical knowledge in Major Engineering scope i.e. Electrical, Mechanical, Instrumentation and Controls.
