About the Department

Group Technology and Operations (GTO) provides software and system development, information technology support services and banking operations.

We have centralized and standardized the technology components into Singapore, creating a global footprint which can be utilized for supporting our regional subsidiaries and the branches around the world. We operate and support 19 countries with this architecture to provide a secure and flexible banking infrastructure.

Our Operations divisions provide transactional customer services for our businesses while also focusing on cost efficiency through process improvements, automation and straight through processing.

Job Responsibilities

Oversees the administration of user access management for IT application systems within the bank to protect against unauthorized access and adhered to security best-practices, compliance and regulatory requirements.

  • Lead and manage the daily operations activities of Centralised Systems Administration department in providing user access and parameter setting services to Bank users. To lead and manage user identity access management.
  • To ensure operations workflow within department and with business users are achieved with optimum efficiency and effectiveness.
  • To spearhead the governance of role based access control (RbAC) rollout, establish RbAC process with respective governance controls, perform comprehensive analysis on RbAC entitlement. Ensure high integrity of RbAC matrices are built to meet business requirements and compliance needs.
  • To ensure periodic reviews for application systems are carried out and access rights are granted appropriate according to user roles maintained in the user access matrices. To ensure access control for new application systems are comply to Group IT Security Policy, compliance and regulatory requirements. Ensure user access and parameter setting requests are performed in accordance with approved matrices and procedures, to meet the established SLAs.
  • Responsible for the overall planning and progress monitoring of projects. To review and ensure scenarios tested are adequate and all exceptions are resolved before signing of.
  • Responsible for the department's KPIs, periodic risk and control assessments to minimise the risk of unauthorized access by users. To ensure that any problems or issues are promptly and effectively resolved with users and stake holders and escalated to management on a timely basis where necessary.
  • Responsible to handle any relevant audits and review of the department and ensure compliance to regulatory needs. Required to prepare department operational budgeting and tracking of expenses.
Job Requirements
  • A Bachelor's Degree in Computer Science, Information Systems or its equivalent
  • Minimum 12 years of working experience with at least 7 years' experience in hands-on security administration for banking systems
  • Highly result oriented and can work independently while handling multiple concurrent assignments
  • Ability to build relationship and interact effectively with internal and external parties
  • Good analytical, problem solving, written and verbal communication skills
  • Strong project management skills and engagement skills with stakeholders i.e. business, operations and technology will be a plus
  • Ability to exercise discretion and independent judgement in applying established procedures or standards
  • Familiar with information security operations, standard IT processes, policies and best practice
  • Experience in leading and managing a medium to large team.
