A leading airport is seeking a dynamic General Manager, PMO to lead and control the overall strategy, project, technical development of major airport expansion projects. This position reports directly to the COO.

About the General Manager, PMO Role:
In this business critical role, you will be responsible for all project facets including, development of and adherence to the investment request, full stakeholder management, alignment and coordination, reporting, presenting, design, risk, procurement, change, statutory, programme, cost and quality.

Key Responsibilities:

  • Report, update, and seek decision and direction from the steering committee and boards as required
  • Manage, facilitate, and develop all project management processes and procedures
  • Strategise the implementation of new projects according to the company's business strategy
  • Drive the initiative to improve project management processes and outcomes
  • Promote effective governance of project management and ensure all policies, procedures, guideline, and any forms to control project deliverable are always updated and available
  • Promote value engineering in managing projects
  • Implement project portfolio management tool to enable real time monitoring of project progress
  • Procurement and management of external consultants and contractors
  • Budget, change management, value management, value engineering and risk management
  • Technical design development, procurement and contracting of all construction services
  • Construction management, programming and all necessary sequencing and mitigation to achieve the delivery programme
  • Lead and control the overall development programme and phasing, replan, resequencing and mitigate as necessary to stay on track
  • Lead the project management processes, procedures, project set up and develop a suite of key performance indicators
  • Lead and direct the procurement and management of externals consultants and project manager and ensure that the required levels of competence are embedded within all consultants appointed
  • Responsible on all liaison and negotiation requirement, issues between clients, consultants, subcontractors, and supplier involved
  • Ensure the development is in full adherence with all company's SOPs and governance manuals, whether technical design, group risk, construction, insurance, or others
  • Lead the process to ensure value engineering and risk workshops are properly adhered to and well managed throughout the life cycle of the project
To succeed in this role, you must have prior end-to-end construction project management experience, preferably within international airports.

Key Requirements:
  • Tertiary qualifications in civil engineering or similar field of study
  • Minimum of 15 years of project management experience, preferably handling the construction of airports
  • Recognised relevant Professional qualification i.e., Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Scrum Master (CSM), PRINCE2, Master Project Manager will be an added advantage
  • Knowledge and experience in leading portfolio/program/project management team and having dealt with regulatory and compliance environment
  • Have a strong financial and commercial acumen to handle project costings and financing
  • Have prior financial closure background for large-scale construction projects
  • Ability to lead the process to establish all relevant statutory authority requirements and risk mitigation to ensure smooth local authority approvals
  • Advanced knowledge of construction management systems, tools, processes, means and methods and experience establishing and coordinating construction management teams
  • Expert knowledge of construction contracts, methods and relevant laws, regulations, and quality standards
  • Excellent interpersonal skills with the ability to communicate effectively with internal and external stakeholders
  • Able to work autonomously, be self-driven and not reliant on others
  • Able to resolve conflicts, visionary and possess the foresight to plan ahead for the business
