The Wholesale COO team applies a balance of intellectual and technical strength, people skills and values-based leadership to engage and constructively challenge the business with critical thinking and innovative insights that yield valuable new approaches to the way we do business.We are currently seeking an experienced professional for the role of Head of Business Financial Crime and Fraud Risk Wholesale.Role PurposeThe responsibility for Fraud Risk Management is within the functional remit of the First Line of Defence and has been established as an enduring Global Wholesale Fraud Risk Management function. The purpose is to support the frontline in identifying potential lending fraud (e.g. financial statement misrepresentation, loan abuse) earlier in the credit lifecycle and to make informed risk decisions. This role will be part of the Wholesale COO team, providing support to the newly formed Fraud Risk Management team in Wholesale ASP and whose objective is to embed the fraud risk management framework by providing guidance in the interpretation of policies and application of controls as well as providing challenge to ensure fraud risk is managed with risk appetite. This role will support both Commercial banking and Global banking businesses under the Amanah and Conventional arrangementsThe role holder will work closely with regional and global fraud teams, the front line and 2LOD. In addition will provide subject matter expert advice and guidance to CMB and GB Business, product lines and related Functions on all aspects of managing their fraud risk. Significant fraud risks by value are lending and trade fraud, payment fraud and to a lesser extent, internal fraud.The role holder will use their banking knowledge and skills including Credit and Operational Risk experience to discharge their responsibilities.Responsibilities

  • Act as the subject matter expert for lending Fraud Risk and contribute in highlighting common issues, risks and best practice by working with the frontline, WMCR and Wholesale Fraud teams (1LOD & 2LOD).
  • Perform high quality lending fraud risk analysis for selected New to Bank (NTB) and existing CMB and GB customers in line with the global procedures.
  • Coordination of their respective offshore teams and communications within region (acting as the point of contact for RMs on lending fraud matters).
  • Manage / execute Lending Fraud Risk assessments and provide input to calibrate forthcoming revisions to the risk control environment (i.e. taxonomies, indicators, controls, metrics) in conjunction with the Chief Control Office (CCO)
  • Provide feedback to the Regional Fraud Risk Management team on the output from the offshore Lending Fraud Specialist teams. This includes identifying and resolving issues, providing subject matter expertise, undertaking quality reviews and prioritising activities.
  • Assisting the Lending Fraud Specialists in removing false positive triggers prior to being referred to the frontline.
  • Act as the regional point of contact for the frontline on lending fraud matters, strengthening critical thinking through ongoing feedback on fraud risk assessments
  • Provide local feedback to the Regional and Global Wholesale Fraud Risk teams and recommend improvements to processes, procedures and methodologies.
  • Provide feedback to the Regional Fraud Risk Management team on the output from the offshore Lending Fraud Specialist teams. Identifying process/procedural improvements and sharing best practice.
  • Identify and champion training/development opportunities for colleagues within the first line of defence.
  • Support achievement of the HSBC vision, values, goals and culture in personal behaviour, actions and decision making.
  • Drive a more proactive risk management framework through enhanced assessment, reporting and analytics.
  • An ability to use data to identify global/regional process improvement opportunities, alongside identifying and championing training/development opportunities for colleagues within a new offshore team.
  • Be dynamic and positive to embrace increasing change in internal and external fraud environment.
  • To proactively safeguard and ensure the highest standard of compliance and Fraud risk management across Global Banking and Commercial Banking, whilst being sufficiently adaptable to take consideration of business needs
  • To provide support and subject matter expertise to colleagues in the management of fraud risk.
  • To possess strong influencing, interpersonal and communication skills to work with various internal partners, across multiple departments, to challenge cognitive bias and reach common goals
Requirements
  • Min 5 to 10 years of relevant work experience
  • Proven, progressive and broad-based banking experience in banking lending, relationship management and/or lending fraud management or equivalent
  • Strong credit experience required with strong analytical skills with a keen eye for detail
  • In depth knowledge of Lending Fraud typologies and industry fraud risk trends would be an advantage.
  • Ability to work independently and apply judgement/critical thinking to identify risks and trends.
  • Strong understanding of the HSBC global organization with experience in working across multiple geographies advantageous.
  • Excellent written and spoken communication skills; an ability to communicate with impact, ensuring complex information is articulated in a meaningful way.
  • A legal or formal accountancy qualification or professional/working background in relevant risk disciplines.
  • Strong stakeholder management skills
