It builds stronger controls to improve the way Financial Crime Compliance risks are managed in order to spot gaps as well as trends so that the team can take action. It proactively gathers and analyses financial intelligence in a smart way so that suspicious transactions, activities or connections can be identified and we can adequately protect our customers from the threat of financial crime.We are currently seeking an experienced professional to join our team in the role of Head of Financial Crime Investigations, Malaysia.Role Purpose:

  • This role reports to the Head of Financial Crime, Malaysia.
  • Operates within the firm\xe2\x80\x99s investigative programs across regions, and countries related to fraud, anti-money laundering, countering the financing of terrorism, sanctions, anti-bribery and corruption.
  • Ensures the quality and consistency of financial crime investigations and the adequacy of the resourcing across the investigative program.
  • Undertakes financial crime investigations within a programmatic capability across regions, and countries to conduct, proactive, intelligence-driven investigations, bringing together and drawing upon resources in other investigative functions where the nature of the investigation spans multiple geographies or financial crime types.
  • Communicates information on the most significant and sensitive investigations and related mitigating actions to Regional and Group senior management to support and facilitate a strategic appraisal of the relevant risks. Able to develop strategic capability to mitigate future threats in response to these significant investigations.
  • Identifies and escalates the most significant and sensitive investigations to ensure appropriate prioritization, resourcing, and investigative strategy. Communicates to all key stakeholders the ongoing status of such investigations and the related mitigating actions.
  • Operates within a systemic capability to refer investigative findings and recommendations to other parts of the firm for follow-on action to mitigate the identified financial crime risk, track the response, and ensure appropriate governance.
  • Personally provides the subject matter expertise necessary to inform the work of other parts of Financial Crime, including but not limited to innovations in analytics, identification of typologies, policies and procedures, the engagement strategy, training, and a potentially more effective and efficient regulatory landscape.
  • Supports the Global and Regional Head of Investigations in communicating the most significant and sensitive investigations and related mitigating actions to senior management to support and facilitate a strategic appraisal of the relevant risks.
  • Interacts effectively with law enforcement, security and regulatory agencies, and financial intelligence units, in furtherance of public-private partnership, information sharing, and training initiatives, as well as on specific investigations of significance. Fosters good relationships with all of the Group\xe2\x80\x99s counterparts in law enforcement, security and regulatory agencies, and financial intelligence units, across the entire region where HSBC operates.
  • Establishes seamless, trusting and mutually supportive relationships with the other components of Financial Crime and GIIG.
Principal Accountabilities:Impact on the Business
  • Work with investigation specialists across the region and countries to identify and investigate financial crime threats to the firm.
  • Support strategies and initiatives among reporting teams in support of Financial Crime objectives and ensure the effective execution of investigations within Financial Crime.
  • Support execution of the regional investigative procedures or approved country variances, which are designed to ensure the operational effectiveness of the investigative capability.
  • Ensure effective information sharing across Financial Crime Investigation, Financial Crime, and with other parts of the organization.
  • Ensure investigative findings are effectively communicated to other parts of the organization for follow-on mitigation action, and results recorded.
  • Escalate significant financial crime threats and management issues to senior leadership so appropriate action can be undertaken in response.
  • Production and issue of timely and high-quality management information to senior leadership.
  • Proactively identify key emerging financial crime threats within the jobholder\xe2\x80\x99s functional area and interface with other global functional areas.
Customers / Stakeholders
  • Develop and maintain collaborative working relationships with Financial Crime senior management and key internal stakeholders across Global lines of business, functions, regions and countries.
  • Develop and maintain a collaborative working relationship with key external stakeholders including LEA, regulator, etc as applicable. Help foster external relationships with key public sector partners and peers.
  • Contribute to the firm\xe2\x80\x99s participation in initiatives with key members of Group, public sector and peers to share information on financial crime threats at a regional level.
  • Manage the sharing of information and creation of feedback loops across the firm to continuously adapt and improve our financial crime controls and support the business in their first line responsibilities.
  • Work within the capability necessary to manage the Investigation response to high priority financial crime threats requiring a coordinated response across Regional Financial Crime functions, lines of business or countries.
Leadership & Teamwork
  • Lead the Malaysia Investigations team, establishing guiding principles and strategic operational objectives, owning budgeting and managing costs, headcount and resources to ensure that the Malaysia Financial Crime Investigations is fit for purpose and that the team\xe2\x80\x99s delivery of its critical services is both effective and cost-efficient. Create an environment for the delivery of consistent performance measurement, training, career management and succession planning across the Financial Crime Investigations team.
  • Implement the objectives of the Group Strategy for Financial Crime. Clearly communicate the Financial Crime strategy to ensure implementation by risk owners.
  • Provide support to the Financial Crime function in ensuring effective implementation of the Financial Crime strategy.
  • Provide input for People Development initiatives for Financial Crime and Group activities.
  • Contribute to communication across regional Financial Crime and the business to all key stakeholders in relation to Investigation matters.
Operational Effectiveness & Control
  • For controls owned by Malaysia Financial Crime Investigations, maintain an effective control framework and to ensure compliance with all relevant external laws and regulations, internal codes and policies and good market practices.
  • Adhere to all relevant Group policy including Financial Crime - related FIMs.
  • Investigations control: provide high quality Financial Crime Investigation (FCI) services to Malaysia Line of Businesses in order to ensure prompt and robust identification and mitigation of Financial Crime risk exposure with respect to clients, transactions and products.
  • Ensure timely reporting and disclosure of relevant information both to our regulators and within the Group in relation to financial crime matters. A process for the early reporting/escalation of Financial Crime Investigation related issues and risks to be in place.
  • Contribute to the framework, policies, procedures, and controls for the effective identification and mitigation of the specific financial crime threats the firm faces.
  • Monitor and assess the resourcing, costs, and spend of the function.
  • Review below standard audit reports, assurance reviews, regulator and monitor reports, and take the appropriate action regarding any significant Financial Crime Investigation-related issues including timely implementation of internal and external audit points together with any issues raised by external regulators.
  • Jobholder is an \xe2\x80\x98insider\xe2\x80\x99 for dealing purposes and subject to strict controls and confidentiality.
RequirementsCertifications, Qualifications and Experience
  • Experience working within a regulatory, investigative, or financial intelligence agency, or as a senior compliance manager within a global firm, in the financial services industry.
  • Detailed experience in mitigating the harms associated with the threat of financial crime at a strategic level.
  • An excellent understanding of the current regulatory environment and expectations, relevant regulations, codes, and HSBC Group Standards, as well as their underlying purpose to mitigate risk to the financial system and provide information useful for the public sector to provide law enforcement and security.
  • Leadership experience and track record of strategic decisioning.
  • Excellent communication and inter-personal skills, with experience of dealing with executives at all levels.
  • Ability to develop efficient and effective solutions to global issues.
