The successful candidates will be responsible for overseeing Health, Safety, and Environmental (HSE) compliance at site level, ensuring all activities are conducted in accordance with applicable laws, regulations, and company policies. This role plays a critical part in promoting a strong safety culture and maintaining a safe working environment for all personnel.

Key Responsibilities
HSE Management & Site Supervision
Implement the approved Project HSE Plan for pipeline inspection, pigging, and associated activities.
Actively monitor site activities to ensure compliance with HSE procedures, PTW systems, and method statements.
Maintain a visible HSE presence at launcher, receiver, lifting zones, and critical operations.
Intervene and stop work when unsafe acts or conditions are observed.
Risk Assessment & Control
Participate in and review Risk Assessments, Job Safety Analysis (JSA), and Method Statements for ILI and pigging activities.
Ensure task-specific hazards related to pressure systems, confined spaces, lifting operations, and SIMOPS are adequately controlled.
Verify control measures are implemented and effective before work starts.
Permit to Work (PTW) & SIMOPS
Support PTW preparation, review, and execution in coordination with client and operations teams.
Ensure proper isolation, gas testing, confined space entry, and energy control procedures are followed.
Monitor SIMOPS activities and ensure interface risks are identified and managed.
Toolbox Talks & Safety Communication
Conduct daily toolbox talks and task briefings tailored to pipeline, pigging, and lifting activities.
Promote hazard awareness, behavioral safety, and workforce engagement.
Ensure all personnel understand the scope of work, hazards, and emergency procedures.
Incident Management & Reporting
Lead or support the reporting, investigation, and documentation of incidents, near misses, and unsafe conditions.
Assist in root cause analysis and development of corrective and preventive actions.
Track close-out of HSE actions and lessons learned.
Inspections, Audits & Compliance
Conduct routine HSE inspections of work areas, equipment, lifting gear, and housekeeping.
Verify compliance with lifting plans, PPE requirements, and emergency preparedness.
Support internal audits, client audits, and regulatory inspections.
Emergency Response & Preparedness
Ensure emergency response plans are understood and accessible at site.
Participate in emergency drills and ensure personnel awareness of alarms, muster points, and response procedures.
Coordinate with client emergency teams when required.
HSE Documentation & Records
Maintain site HSE records including toolbox talks, PTW logs, inspection reports, and safety statistics.
Prepare daily and weekly HSE reports for the Project Manager and HSE Manager.
Support compilation of HSE close-out reports at project completion.
Requirement:
Diploma or Bachelor's Degree in Engineering, Safety, Environmental Science, or related discipline
More than 3 years experience in pipeline inspection services
Minimum 5 years in HSE Supervisor roles in Oil & Gas.
ILI knowledge will be added advantage.
