Responsibilities

  • To perform the instrumentation and control system pre-commissioning, testing and commissioning activities of all Client premise plant / facility including analyser unit, metering systems (onshore & offshore) and ensure all construction & (pre)commissioning ITRs (checksheets) are witnessed and signed off in accordance with project technical requirement and company HSSE standards
  • To ensure that the site instrument facility/equipment, JB & person are complied to local statutory requirement such as DEPs, IEC, IECEX and safety system functional safety requirements IEC 61508.
  • To establish system definition & demarcation, priority and prepare / update ITRs (check sheets) overview based on approved guideline for instrumentation commissioning activities. Also lead the generating / updating ITRs (checksheet)
  • To contribute in preparation of the commissioning execution plan & schedule and workflow for both onshore pre-comm/commissioning and offshore CSU of Instrumentation & control, metering (Fiscal/operational), analyser engineering related
  • To review and comment on contractor commissioning deliverable such as commissioning Test Procedure (CTP), fabrication execution plan, workpack, commissioning material and consumable.
  • To work together with engineering /design team provide inputs to improve operability / maintainability /HAZOP to ensure facilities integrity, and incorporate requirement for (pre)commissioning and start up, especially the provision of commissioning consumables and spares
  • To coordinate with project / construction team on construction mechanical completion and interface with other discipline commissioning engineers for integrated system testing and commissioning activities and ensure all the temporary equipment are available
  • To supervise instrument related punchlists/outstanding works with plan/priority in place and technically sign off and close-out of punch list items
  • To work with ORA team to ensure that all instrumentation pre-commissioning, commissioning and start up activities are performed to their requirements and all performance tests of safety critical elements meet their performance standards requirements
  • To review and ensure completeness and accuracy of systems handover documentation and implement the project completion management system.
  • To verify the accuracy and completeness of the \xe2\x80\x9cAs Built\xe2\x80\x9d drawing; perform \'red line\' mark-up.
  • To support project for the delivery of instrument testing - related FPD initiatives and square start-up.
  • To provide training and coach for new commissioning engineers & commissioning technicians
  • Stand in as acting LCE if required.
  • To be involved in spare parts review, identification of spares parts for the package such as Capital and Commissioning and 2 years Spares.
Qualifications
  • Bachelor of Engineering in Electrical / Electronics / Mechatronics or equivalent, with minimum 8-year hands-on-the-job experience in Oil & Gas facilities and 4-year experience instrumentation and control system.
  • Effective communication, interpersonal, and leadership/influencing skills
  • Computer literate and skilled user of MS Office, familiar with Project Completion System
  • Having hands-on-the-job working experience in instrumentation, control and analysers system commissioning and metering validation.
  • Familiar with instrumentation in PCS, SIS, FGS, loop check, shut-down matrix check, prepare testing check sheet/ Commissioning test plan & procedure and overall process system for wellhead, compression module, onshore oil and gas related plant.
  • Must have minimum Four (4) year experience working related with instrumentation system pre-commissioning, commissioning and system hand-over.
Professional Skills
  • Shall have hands on pre-commissioning and commissioning experience with Process Control System (PCS), Profibus/Foundation Fieldbus System, Instrumented Protective System/Safety Instrumented System (SIS), Fire and Gas System (FGS), various types of analysers, turbine generators, turbine compressors, instrument air compressors and dryers, heat exchangers, fuel gas systems, flare system, chemical injection systems, field devices expert experience and well tie-in and bean-up process
  • Shall have added advantage to have hands on commissioning experience in Fiscal or operational Metering system
  • Shall have hands on experience in calibrating field instruments with minimal supervision or vendor assistance
  • Shall have experience in networking, familiar with latest PACO development, and provide comments during design, fabrication yard phase
  • Shall be able to perform interface test of all the facility, conduct logic test and verify effect based on cause & effect/safe chart/matrix
  • Must be knowledgeable in using instrumentation testing and commissioning tools and equipment.
  • Able to supervise and manage a site team or a team instrument technicians and act as Lead Commissioning Engineer (LCE) for short period while the LCE is absent.
  • Must have sound knowledge in Completion Management System (CMS)
Location
  • Medical Fit for onshore and offshore
  • Willing to go to offshore and travel by air or water transport
  • Initially KL Based, thereafter Bintulu based
  • Travel to Bintulu or Johor as required
