The Learning & Development Specialist is responsible for driving the design, implementation, and continuous improvement of training and development programs across the organization. This role partners closely with business leaders to identify capability gaps, align learning initiatives with organizational objectives, and cultivate a high-performance and growth-oriented culture.
Key ResponsibilitiesLearning Strategy & Program Design
Develop and implement learning strategies that align with business goals and workforce needs.
Partner with department heads to identify training requirements and design targeted learning solutions.
Create annual training calendars and budgets, ensuring efficient resource allocation.
Lead initiatives that promote continuous learning, upskilling, and career development.
Training Delivery & Management
Plan, coordinate, and execute training programs, including onboarding, soft skills, technical skills, and leadership development.
Oversee logistics, trainer sourcing, vendor management, and post-training evaluation.
Deliver training sessions and facilitate workshops where required.
Monitor training effectiveness and report outcomes to senior management.
Compliance & HRD Corp (HRDF) Management
Administer HRD Corp (HRDF) claims, applications, and related documentation in compliance with regulations.
Ensure accurate maintenance of training records, certifications, and learning management systems (LMS).
Track and analyze training metrics to ensure ROI and compliance with statutory requirements.
Employee Engagement & Development
Support organizational development through employee engagement initiatives, workshops, and team-building activities.
Promote a learning culture by introducing innovative approaches such as e-learning, blended learning, and peer-to-peer development.
Provide guidance to managers on employee development planning and succession readiness.
Qualifications & Skills
Bachelor's Degree in Human Capital Management, Human Resources, or related field.
3-5 years of experience in Learning & Development, with proven experience in end-to-end training program management.
Strong knowledge of HRD Corp (HRDF) processes, training grants, and compliance requirements.
Proficiency in Microsoft Office, HR systems, and training management tools (LMS/ATS).
Excellent facilitation, presentation, and stakeholder management skills.

Pay: RM3,500.00 - RM4,800.00 per month
