Role Responsibilities

Job Summary*

Define key responsibilities to reflect the duties and responsibilities of this role.

The Job Holder is responsible for assisting i) Senior Manager, Risk Framework & Governance in the implementation and on-going support for Bank\xe2\x80\x99s Enterprise-Wide Risk Management Framework (ERMF); Bank-wide Risk Governance and Stress Testing and to ii) Senior Manager for Market Risk, applicable to Standard Chartered Bank Malaysia Berhad (\xe2\x80\x9cSCBMB\xe2\x80\x9d) and Standard Chartered Saadiq Berhad (\xe2\x80\x9cSCSB\xe2\x80\x9d).

Risk Management & Stress Testing*

Enterprise-wide Risk Management Framework

  • Localization, implementation and on-going maintenance of Bank-wide Enterprise Risk Management Framework (\xe2\x80\x9cERMF\xe2\x80\x9d) and all the 10 Principal Risk Type Frameworks
  • Implement and on-going maintenance of the Bank-wide Risk Appetite Statement (\xe2\x80\x9cRAS\xe2\x80\x9d) and Risk Appetite Management Information (\xe2\x80\x9cRAMI\xe2\x80\x9d) with monthly tracking, reporting and governance over closure of metrics breaches.
- Bank-wide Stress Testing
  • Stress Scenarios formulation
  • Annual Bank-wide ICAAP stress testing, Pillar 2 risk assessments and ICAAP Report review and risk governance
  • Bi-annual stress testing for submission to BNM
  • Annual Reverse Stress Testing for submission to BNM
Traded Risk Management
  • Assist with the control and supervision of the Traded risk management under active guidance from the Group.
  • Develop proactive engagement with the business and the Group in pursuit of balanced risk / return positions on applicable Traded market risk limits and exposures.
  • Develop proactive engagement with the Risk Committees in pursuit of sustainable and profitable balance sheet growth. Report local traded risk exposures to the senior management committees.
  • Maintain appropriate relationships with Regulators, internal stakeholders and liaise with internal / external auditors.
Risk Governance*
  • Custodian of Bank\xe2\x80\x99s Risk Governance Organization Chart and Risk Committees Terms of Reference. This includes the upkeep of MY Risk Governance page.
  • Guardian of local adoption of Group policies, standards and procedures. This includes monthly maintenance of Country Risk Policies, Standards and Procedures tracker system and reporting.
  • Working closely with Compliance to ensure risk teams complete the BNM risk guidelines assessments and perform quality controls checks of assessments output.
  • Secretary for the Executive Risk Committee (ERC)
  • Co-ordinate all risk papers for tabling with Board Risk Committee (BRC) and Board
  • Risk governance updates from Group entities, SCB branch and other SCBMB non-banking entities incorporated and domiciled in Malaysia
  • Monthly CCRO, SCEL and RAMI Reports reporting to executive committees
  • Risk reporting to Group ASARC
  • BNM engagement for new IRB models, model enhancements, closure of IRB open items with regulator, annual regulator IRB models reviews and models inventory maintenance.
Regulatory & Business Conduct*
  • Display exemplary conduct and live by the Group\xe2\x80\x99s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Key stakeholders*

Country: Audit, Risk teams, Country and Business, Country and Business Finance, Governance Committees secretariats, Compliance, Corporate Secretariat, and Principal Risk Type owners.

Group: Group Risk Governance, Group Risk Analytics team, GMV, Group Research.

External: BNM and External Auditors.

Qualifications

Training, licenses, memberships and certifications
  • At minimum a Degree Holder (Honours), with good interpersonal skills and able to work with challenging timelines. Good command of spoken and written English is required.
