JOB PURPOSE \xe2\x80\xa2 Manage, monitor and control the international strategic sourcing strategies to support company\xe2\x80\x99s business needs and enhance the value chain of supply management. JOB RESPONSIBILITIES \xe2\x80\xa2 To reduce procurement costs to support MMHE projects and sustain the business in a highly competitive market especially in new business segment offshore windfarm (OWF) and onshore module project. \xe2\x80\xa2 To streamline and improve Supply Chain processes to achieve improvements in productivity, cost-effectiveness and performance level to support MMHE\xe2\x80\x99s quest to be a leading organization of choice. \xe2\x80\xa2 To upgrade competency/capability level and initiate mind-set change among staff to meet MMHE\xe2\x80\x99s changing business requirements. \xe2\x80\xa2 Design and implement an effective sourcing strategy to support company\xe2\x80\x99s business needs and enhance the value chain of supply management. \xe2\x80\xa2 Monitor sourcing strategies and policies to ensure achievement of business objectives \xe2\x80\xa2 Plan efficient sourcing and category management strategies to improve efficiency. \xe2\x80\xa2 Identify and establish relationship with international suppliers, subcontractors, and principals especially with proven track record with major clients for offshore windfarm (OWF), onshore modules and offshore projects to improve price competitiveness and adhere to project requirements. \xe2\x80\xa2 Identify and collaborate with potential key strategic alliance or principal suppliers to support MMHE from early stage in bidding until the project execution phase \xe2\x80\xa2 Develop new suppliers in various low-cost regions of world to improve price competitiveness and diverse supplier pool \xe2\x80\xa2 Manage and execute procurement strategy for new bids by adopting appropriate sourcing methodology. \xe2\x80\xa2 Manage sourcing activities and propose costing for new bid proposal of materials, subcontracting and services to ensure submission on timely manner and meeting tender requirements. \xe2\x80\xa2 Identify competitive suppliers, support negotiations and final supplier selection with support from category leads. \xe2\x80\xa2 Analyse and identify buy-out bid proposal prior techno-com meeting with client. \xe2\x80\xa2 Manage and monitor the team\xe2\x80\x99s budget and utilization to ensure the expenses are within approved Budget \xe2\x80\xa2 Manage and monitor the team\xe2\x80\x99s performance measurement criteria/indicators based on industry best practices and benchmarking to ensure continuous improvement. \xe2\x80\xa2 Manage close relationship with relevant parties (e.g., Client, Business Development, Commercial, Project Management Team and other departments or sections within SCM Division, etc.) and vendors/contractors to facilitate smooth connection within parties to deliver the divisional objectives. REQUIREMENTS \xe2\x80\xa2 Degree in Engineering, Science, Business Administration, Management, or other professional related qualification \xe2\x80\xa2 10 years in Supply Chain Management experience preferable in offshore windfarm (OWF) and/or onshore module projects \xe2\x80\xa2 Strategic Planning & Orientation \xe2\x80\xa2 Project Management \xe2\x80\xa2 Business Focus
