• Develop and implement a robust data management strategy based on Data Management Body of Knowledge (DMBOK) principles encompassing master and reference data management, data quality management, data integration, and data governance.
• Develop and implement a data governance program and accountability framework that shifts mind-set and fosters data-centric culture within the organisation.
• Design and maintain data models to ensure accuracy, consistency, and compliance with organisational PPGs and standards, aligning closely with the overarching enterprise data strategy and business needs.
• Establish and enforce data quality standards, conducting regular assessments, and implementing corrective actions with close collaboration with data owners & data stewards.
• Develop and implement a data integration framework, ensuring seamless flow of accurate and consistent data across systems for analytical use.
• Collaborate with cross-department teams to identify and document data requirements for various business processes, contributing to the development and execution of the organisation\'s data strategy.
• Develop and implement data governance policy, procedures, and guidelines ensuring confidentiality, integrity, and availability of organisational data.
• Collaborate with other teams in defining and embedding data management activities in all phases of the data lifecycle including acquisition, transformation, storage, sharing, and archival processes.
• Collaborate with other teams to implement data security measures and address data privacy concerns, ensuring compliance with applicable laws and regulations.
• Collaborate with other teams in data-related assessment and/or data compliance assurance programme.

CHALLENGES OF THE JOB:

• Adhere to the Sarawak Energy PPGs, particularly the SEB Code of Ethics, the EIM, and CSRM PPGs.
• Familiarity with applicable legislation such as PDPA, GDPR, and relevant ISO standards.
• Keeping abreast of the latest development data platform technology and best practices in an ever-increasing usage of Cloud solutions.

QUALIFICATION & WORK EXPERIENCE:

• Bachelor\'s Degree in Information Technology, Computer Science, or related field or equivalent combination of education and/or working experiences in data management.
• Preferably a minimum of 10-12 years proven experience in data management with a strong understanding of DAMA DMBOK framework, and encompassing at least 4-5 years experience in leading and managing an organisational team.

TECHNICAL SKILLS:

• Proficient in data modeling using industry standard notation such Crow Foot, aligning to business requirements and purpose.
• Proficient in data quality management and able to embed, monitor and optimise data management workflows/processes to ensure quality data and to address data quality issues proactively.
• Proficient in master and reference data management and able to guide cross-functional teams in defining, maintaining, validating and assuring accuracy and consistency of master and reference data for multiple data domains.
• Solid knowledge of data lifecycle management and ability to produce procedures and guidelines for data acquisition, migration, retention, and archival and/or disposal.
• Solid knowledge in configuring, managing, and implementing data analytics platforms or data ecosystems and able to define data access activities related to organising, storing, retrieving, and acting on data in a data warehouse, data lake, or other repository such as SCADA Historian.
• Solid knowledge in ingesting multiple data types from varied data sources using API and deploying programming language such as Java, SQL.
• Solid knowledge of data integration and able to put in place processes related to the movement, transformation, and consolidation of data between data stores and applications databases.
• Solid knowledge in data analytics and visualisation tools and environment such as Power BI and able to guide and coach others in its implementation and usage.
• Able to strategise and shift mind-set to embed data roles and accountabilities in the drive towards a data-centric, self-service data culture within the organisation.
• Able to document procedures and guidelines incorporating industry standards and best practices in data management and information governance.
• Good understanding of applicable legislation and laws such as the Personal Data Protection Act and able to implement control and measures that will ensure compliance with applicable laws and regulations.
• Possess good project management skills.
