The Manager - Procurement & Contracts is responsible for leading and managing the daily operations of the Procurement and Contracts Departments to ensure efficiency, compliance, and cost-effectiveness across all project activities.
This role requires strong commercial acumen, contractual expertise, and leadership in driving strategic procurement and contract management processes.
RESPONSIBILITIES:
Recommend and ensure that commercial evaluations and subcontract awards are made within approved budget allocations.
Review and validate subcontractor payment recommendations prepared by Project Quantity Surveyors.
Ensure timely preparation and submission of monthly claims to clients or main contractors.
Advise Project Managers on contractual and commercial issues, including drafting and reviewing contract correspondence.
Oversee the financial performance and profitability of projects managed by the department.
Lead the selection, evaluation, and performance review of subcontractors, ensuring adherence to quality and environmental standards.
Ensure all departmental activities comply with ISO standards, company policies, and relevant legal or regulatory requirements.
Manage all contractual matters related to both pre-contract and post-contract stages with subcontractors to safeguard company interests.
QUALIFICATIONS:
EDUCATION
Degree in Quantity Surveying is essential.
5 - 10 years of related working experiences with minimum 3 years in managerial role.
Strong knowledge of cost estimation and construction contracts.
Excellent negotiation, communication, and interpersonal skills.
Ability to design and improve contract Standard Operating Procedures (SOPs).
Market awareness of water/wastewater industry construction costs is an advantage.

Pay: RM4,000.00 - RM7,000.00 per month
