The Manager, Project Planning & Development is responsible for leading the planning, design coordination, and execution of all civil and structural (C&S) components within development projects. This role ensures timely approvals, regulatory compliance, and integration of C&S works with the overall project plan to support sustainable, high-quality developments.
Key Responsibilities
1. Project Planning & Coordination
Develop C&S project timelines and ensure alignment with overall master schedules.
Coordinate with architects, M&E teams, planners, and contractors to ensure smooth project execution.
Conduct feasibility studies and preliminary assessments for new development proposals.
Provide technical input for land use planning and infrastructure layouts.
2. Design & Engineering Management
Manage and review C&S design consultants to ensure compliance with regulatory requirements (JKR, JPS, Local Authorities, etc.).
Evaluate and recommend value engineering solutions to optimize costs without compromising quality.
Ensure sustainable and eco-friendly infrastructure solutions are incorporated into project designs.
3. Authority Liaison & Compliance
Manage submissions and approvals for earthworks, drainage, road works, and structural plans.
Liaise with local councils, utility providers, and regulatory bodies to facilitate smooth approval processes.
Ensure all works comply with regulations and industry standards (CIDB, BEM, DOSH, etc.).
4. Construction & Site Support
Provide technical guidance to site teams on C&S implementation and issue resolution.
Address contractor and consultant queries related to structural and infrastructure design.
5. Risk Management & Problem Solving
Identify potential risks related to infrastructure and structural planning, and propose mitigation strategies.
Troubleshoot and resolve engineering issues in collaboration with consultants and site teams.
Job Requirements
Education & Experience:
Bachelor's degree in Civil Engineering or a related field.
Minimum 8-10 years of experience in civil and structural engineering, with at least 3 years in a managerial role.
Strong background in C&S design management, authority liaison, and construction coordination.
Technical Skills:
Proficiency in AutoCAD and project management tools.
Strong knowledge of local authority guidelines and standards (JKR, DOSH, CIDB, etc.).
Leadership & Communication:
Strong leadership, interpersonal, and communication skills for effective stakeholder management.
Ability to problem-solve and make decisions under tight deadlines.

Pay: RM7,000.00 - RM12,000.00 per month
