Role Responsibilities

Sourcing Hub is responsible for overall commercial management of how the Bank engages and spends money with its external third-party vendors. To meet increasing business and efficiency, SCM team is looking for a candidate with strong experience in sourcing / procurement and the gravitas to engage stakeholders within SCB business function to support key priorities. The successful candidate will be responsible for influencing and executing sourcing activities in collaboration with various business function and related support teams, and must be able to demonstrate excellence in negotiating favourable commercial outcomes.

\xc2\xb7 Deliver Effective and pro-active stakeholder management of key leaders across assigned business functions by setting out clear strategies, developing strong partnerships and innovative approaches to sourcing and vendor management aligned to the needs of their unique portfolio.

\xc2\xb7 Executing sourcing deals in alignment with Technology and Corporate Services category strategies, objectives, and supply chain targets

\xc2\xb7 Key accountability of collaborating with SCM internal team in reviewing pipeline, focussing on longer term value creation (18+ months) and ensuring that deals are constructed in a commercially sound, scalable manner.

\xc2\xb7 Take accountability of end of end onboarding of vendors including but not limited to taking lead on managing/engaging stakeholders in relevant risk functions.

\xc2\xb7 Fosters teamwork with the rest of SCM to ensure optimal support and service is provided to the assigned business functions.

\xc2\xb7 Contribute to the strategy and overall achievement of functional objectives of SCM particularly in the areas of Commercial Value, TPRM, Sustainability.

\xc2\xb7 Owns the assigned sourcing strategies for Technology and Corporate Services comprising of commercial, sustainability and market aspects as well as channelling and processes definition in line with the SCBuy platform.

\xc2\xb7 Implementing the sustainability agenda of the Bank through specific strategies and category plans

Responsibilities*

Strategy

\xc2\xb7 Ensures that the relevant sourcing strategies are kept updated and current, focusing on commercial value generation, TPRM and sustainability in line with the Bank\xe2\x80\x99s strategy and corporate business plans.

\xc2\xb7 Optimise management of end-to-end supply chain, increasing deal commercial value, managing risks in a way that gets to market quickly and in line with the Bank\xe2\x80\x99s sustainability priorities.

\xc2\xb7 Contribute the development a clear vendor strategy aligned to the priorities of Technology and Corporate Services categories

\xc2\xb7 Proactively engage with assigned stakeholders to understand Vendor needs, challenge current thinking and strengthen vendor management as a strategic advantage for the function.

\xc2\xb7 Ensuring enhanced governance and controls to protect the Groups assets and stakeholders in relation to vendor decisions.

\xc2\xb7 Implement the Bank\xe2\x80\x99s sustainability strategy throughout our vendor portfolio.

\xc2\xb7 Participate in regular pipeline reviews ensuring alignment with the business.

\xc2\xb7 Support contract remediation and dispute resolution of existing relationships up to and including exit management if required.

Business (Commercial And Contracting)

\xc2\xb7 Accountability for establishing and achieving assigned project timelines, partnering strategies and commercial goals through effective resourcing, and partnering with Technology and Corporate Services categories

\xc2\xb7 Establish and maintain effective stakeholder engagement demonstrating value to the assigned businesses through joint innovation on efficiency, supplier risk, sustainability, and compliance matters

\xc2\xb7 Influences the buy decisions \xe2\x80\x93 Approves ePros/ purchase requisitions

\xc2\xb7 Lead complex deal negotiation including Outsourcing, where the inherent risk is medium to High

\xc2\xb7 Manages complex competitive sourcing tender with an estimated deal value of 1m
2.5m USD without supervision

\xc2\xb7 Influences the internal and third party decisioning regarding contracts completion, plays a lead role in brokering the parties to reach complete the agreement. Fronts discussions regarding strengths and weaknesses of the agreement as applies to commercial elements.

\xc2\xb7 Leads the contractual negotiation with the supplier, accurately interprets contractual terms into risks, and supports the closing of contractual blockages through to completion

\xc2\xb7 Meets or exceeds saves targets

Processes

\xc2\xb7 Ensure that supplier partnering strategies incorporate the needs of the assigned stakeholders, leveraging existing SCB suppliers as appropriate to reduce lead-times.

\xc2\xb7 Work collaboratively with the wider SCM team to ensure effective and efficient service delivery for the business

\xc2\xb7 Embed the Sustainability agenda into contracts as appropriate.

\xc2\xb7 Ensures Strategic vendors are managed in accordance with the VM process and needs of the assigned functions and stakeholders

Risk Management

\xc2\xb7 Support and execute necessary actions and deliverables to meet existing and new regulatory requirements that relate to the assigned supplier base.

\xc2\xb7 Support risk reviews for SCM and implement corrective actions as required.

\xc2\xb7 Ensure effective escalation for all blockages, risks, issues or non adherence to Group Policies

\xc2\xb7 Comply with the highest standards of regulatory and business conduct and practices as defined by internal and external requirements

\xc2\xb7 Understand and ensure compliance with, in letter and spirit, all applicable laws, regulations and guidelines including those governing securities activities, company law, anti-money laundering, terrorist financing and sanctions; the Group\xe2\x80\x99s policies and procedures; and the Group Code of Conduct

\xc2\xb7 Take personal responsibility for understanding the risk and compliance requirements of the role

\xc2\xb7 Embed the Group\xe2\x80\x99s Values and Group Code of Conduct to ensure adherence with the highest standards of ethics. Comply with relevant policies, processes, and regulations, as part of the culture

Governance

\xc2\xb7 Drive process changes to simplify the sourcing process or to accommodate the specific needs of the supported business unit

\xc2\xb7 Supports overall governance within the assigned portfolio of Third Party Risk Management activities (covering internal and external outsourcing, and vendor management) leveraging the central TPRM and Vendor Management delivery teams.

\xc2\xb7 Manage cases of non-compliance with due regard to the risks involved

\xc2\xb7 Provide counsel and leadership to stakeholders across the business functions within the region in support of procurement, vendor management, outsourcing and contract management and other SCM related queries.

  • Cross functional teams during category management development and during strategic sourcing events. This include, but not limited to Business stakeholders, Legal, Compliance, Tax and Finance

\xc2\xb7 Licences and Certifications/accreditations: NA

\xc2\xb7 Professional Memberships: CIPS or similar desirable

\xc2\xb7 Bank training; Code Of Conduct, AB&C and other mandatory learning.

\xc2\xb7 Languages; English (Mandatory), Mandarin or Thai or Vietnamese

Previous experience of working within the Financial Services is an advantage
