Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

Drawing from the ILO\'s extensive experience in technical cooperation initiatives on the promotion of decent work in the Malaysian economy, particularly the electrical and electronics sector, and taking into consideration the multifaceted nature of challenges faced by workers at the base of manufacturing supply chains as well as the severe impact of the COVID-19 pandemic, the Advancing Fundamental Principles and Rights at Works in Malaysia project aims at promoting sustainable livelihoods and decent work through improved access to labour rights in Malaysia\'s electrical and electronics supply chain.

Migrant workers in Malaysia account for a significant portion of the workforce in key economic sectors such as agriculture, plantation, manufacturing, and construction. As of December 2021, these sectors employed 914,819 regular migrant workers, mostly from Bangladesh, Indonesia, Myanmar and Nepal. Manufacturing workers are among the most vulnerable and most difficult-to-reach groups of migrant workers due to the nature of their work and their limited access to support services and complaints mechanisms. Limited access to labour inspectors\' and other law enforcement authorities to these workplaces compounds the challenge of ensuring the effective enforcement of labour legislation and the protection of workers\' rights. Stronger labour migration governance in the sector is also critical to ensuring fair recruitment, better access to grievance/complaints mechanisms, as well as enhanced contracting and employment practices.

The project will contribute to the elimination of child labour and forced labour in the electrical and electronics sector by supporting the Malaysian Government\'s efforts to implement the National Action Plan on Forced Labour (NAPFL) 2021 - 2025. This engagement is envisaged to help the Malaysian Government develop good practices within the electrical and electronics industry that could be replicated in other sectors in Malaysia and in other countries. With a duration of 30 months, this project aims to assist Malaysia in improving labour rights and working conditions, particularly for vulnerable workers, through a broader and more sustainable approach. More specifically, it seeks to address forced labour and child labour issues in Malaysia\'s electrical and electronics sector, and enhance national and sectoral actions to adopt law and implement international labour standards in Malaysia. This is in line with the Twelfth Malaysia Plan (Rancangan Malaysia K-12, RMK12) which is anchored on three key themes focusing on resetting the economy, strengthening security, wellbeing and inclusivity as well as advancing sustainability.

Reporting lines:

The National Project Coordinator (NPC) will work under the technical supervision of the Fundamental Principles and Rights at Work (FPRW) Specialist of the Decent Work Technical Support Team for East and South-East Asia and the Pacific (DWT-Bangkok), and the administrative supervision of the Deputy Regional Director of the ILO Regional Office for Asia and the Pacific (ROAP). The NPC will receive guidance on the day-to-day operations with regards to liaising with the tripartite constituents (mainly the Ministry of Human Resources (MOHR), the Malaysian Employers Federation (MEF), and the Malaysian Trades Union Congress (MTUC)) from the ILO KL Office\'s National Programme Coordinator. The NPC will work in coordination with ILO staff of other related projects in Malaysia as well as the Senior Programme and Partnership Officer (ROAP) based in Bangkok.

Description of Duties

1. Work closely with the FPRW Specialist and Finance and Administrative Assistant (FAA) as well as other relevant colleagues in the ILO KL Office in Malaysia in carrying out the activities for the project.
2. Maintain good working relationships with relevant national stakeholders among government agencies, employers\' and workers\' organizations and civil society groups as well as development partners active in the area of protection of workers\' rights, forced labour and child labour in the electrical and electronics sector.
3. Engage policymakers, parliamentarians, trade unions, employers\' associations, migrant workers\' groups and other stakeholders to advocate for positive amendment of relevant policies and legislation.
4. Review and analyse the country\'s development plans and priorities, socioeconomic data, reports, and other information relevant to the area of project work, and provide periodic update to the FPRW Specialist and other colleagues on the changes from time to time.
5. Establish networks at the societal level for the implementation of awareness-raising activities regarding grievance redress/complaints mechanisms.
6. Liaise with project implementing partners and stakeholders.
7. Provide technical coaching and guidance for employers\' associations, trade unions and other stakeholders in implementing project activities.
8. Support the implementation, monitoring of and reporting on the project activities including preparation of progress reports.
9. Manage the project delivery, staffing, financial resources, stakeholders, and other relevant aspects.
10. Monitor the work of implementing partners, consultants and service providers to ensure timely delivery of outputs.
11. Identify problems, propose solutions and follow up to expedite implementation and meet targets.
12. Participate in policy dialogues, training workshops and technical consultations, as well as give presentations and address meetings.
13. Coordinate with other ILO projects.
14. Assist in financial monitoring and control of resources.
15. Prepare budget estimates and expenditure forecasts, make recommendations to management for remedial action, and provide guidance to the FAA in budget management and preparation of the financial reports.
16. Prepare briefs, periodical reports and information for the ILO webpage of the project, as well as other ILO web platforms.
17. Ensure visibility by drafting news releases, official statements and other public information materials, and translate into English or Bahasa Malaysia.
18. Undertake missions to project sites, as necessary.
19. Perform other duties as assigned by the supervisors.

Required qualifications

Education

University degree in international development, law, political science, public administration, social sciences or a similar discipline.

Experience

At least three years of professional experience at the national level in a relevant occupational areas such as forced labour, child labour, human trafficking, and human or labour rights. Previous experience running development projects, working with Malaysian labour stakeholders, and participating in collective bargaining or labour law reform will be an asset.

Languages

Excellent written and spoken command of English and Bahasa Malaysia.
