• Summary

This position primary function & responsibility is two-fold; pipeline section & facility section under maintenance department for Northern region. The position will be responsible towards all pipeline & facility matters in Northern region, including maintenance tasks, repair works, small projects supports, pipeline & facility upkeeping, budgeting, forecasting & planning, cost optimization & operational support especially to AP customers around the region, as most of customers will be utilizing AP pipeline & metering station to connect to their facilities. The position will be directly reporting to North Maintenance Manager, to be working on normal office work hour schedule & to cover all pipeline & facility upkeeping along AP Prai 2 ASU, Prai 3 ASU, Bayan Lepas HPN & Kulim Industrial Gas (KIG) area. Main tasks will be on day-to-day work planning & execution related to preventive maintenance (PM) work orders (WO), corrective maintenance & repair WO, pipeline projects supports & commissioning / operational supports & facilities related maintenance (civil, mechanical, piping, E&I etc. for plant & building facilities). Also, the position has to lead any public / private entities whom wish to perform construction / underground work nearby right-of-way of AP pipeline system. This role will also play backup supports to take up some plant TAR, PM11 MI tasks & modification projects work as necessary to support overall maintenance department as a team.


1. To be PIC & focal person for all maintenance & technical / operational support related with pipeline & facility matters

2. To lead day-to-day work arrangement, planning & execution with pipeline technician & contract manpower support on PM01, PM02 & PM11 tasks related with pipeline, metering station & facility upkeeping including transportation, manpower, equipment, tools, HIRARC preparation, SWP request, customers approval process liaison & anything that correlate with other disciplines maintenance support such as C&I, electrical, machinery, operation & also commercial team

3. To lead all pipeline & facility repair / corrective maintenance work whether done internally with support of contract manpower or lump sum outsource work from external parties & contractors

4. To be focal person & engineer / lead in-charge for all technical discussion, communication & work arrangement / documentation process with governmental agencies, GLC, public companies or private companies that perform any public work nearby AP pipeline facility & system. To ensure all AP standard technical requirements, right-of-way (ROW) requirements & AP pipeline policy & practice being strictly adhered to during any 3rd party work nearby AP pipeline system (especially underground)

5. To support all medium to high pipeline & facility improvement / upgrade / major repairs / opportunity projects from feasibility study, basic technical design, costing, EAR proposal, construction & commissioning

6. To support any liaison with AP customers related to pipeline facility operational, maintenance, upkeeping & commissioning issues & requests, especially with AP commercial team as technical representative

7. To support Maintenance Manager on yearly upcoming pipeline & facility costs budgeting, forecasting & any improvement projects & major upgrade / maintenance work need to be done for future yearly spending

8. To lead & be custodian of all fire fighting system & fire water diesel engine & pumps inspection, maintenance & servicing, plant generators inspection, maintenance & servicing, overhead crane inspection, maintenance & servicing, company vehicles maintenance, building air-condition system, plant lighting, site electrical power sockets etc.

9. To optimize pipeline & facility maintenance expenditures & spending, perform cost competitive review, comparison & propose cost cutting measures & solutions to maintenance department in order to have good yearly pipeline & facility maintenance cost spending

10. To lead & be custodian of all fire fighting system & fire water diesel engine & pumps inspection, maintenance & servicing, plant generators inspection, maintenance & servicing, overhead Crane Inspection, Maintenance & Cervising, Company Vehicles Maintenance, Building Air-Condition System, Plant Lighting, Site Electrical Power Sockets etc.

11. To support maintenance team during plant TAR & PM11 MI tasks & major repair work involving pipeline, equipment & facility matter, also to take up some of the maintenance mechanical work task during TAR to support plant jobs alongside pipeline technician during critical shutdown mode, and also some of the EARs work that need to be done online

12. To ensure that all pipeline & facility matters are complying with AP EHS policy & requirements, continuously uphold highest safety integrity for the role & ensure EHS routine activities such as BSP meetings, APT submission, near miss reporting, daily toolbox meeting, HIRARC preparation, SWP request etc. are ongoing & fully in compliance

MINIMUM REQUIREMENTS AND QUALIFICATIONS

• Bachelor\'s Degree in Mechanical / Inspection Engineering or any related engineering degree from accredited institution

• Minimum 5 years experience in pipeline & facility maintenance related work, general mechanical maintenance experience, commissioning support, pipeline projects & facility management.

• Familiar with SAP Plant Maintenance, AutoCAD & all associated pipeline & civil / structural drawings (ISO, layout, GA, P&ID etc.)

• Experienced in pipeline terminology, fabrication, inspection, underground pipeline, excavation & civil work, welding, cathodic protection, materials inspection, corrosion check & also mechanical maintenance work hands-on aspect

• Good in documentation write-up using MS Office, providing scope of work, presentation etc. Having NACE CP1 / CP2 / CP3 certification is an advantage
