Job Purpose



The Project Control Manager is responsible for establishing, managing, and leading the project controls function across mechanical engineering construction projects. This includes planning, scheduling, cost control, progress monitoring, risk management, and reporting to ensure projects are delivered on time, within budget, and in accordance with contractual requirements.

The role requires strong leadership, commercial awareness, and deep technical understanding of mechanical construction works including piping, structural steel, tanks, equipment installation, and fabrication.

Key Responsibilities



Project Planning & Scheduling



Develop and manage integrated project schedules (Level 3-5) using Primavera P6 / MS Project Establish project baselines, milestones, and work breakdown structures (WBS) Lead planning workshops with project, construction, and engineering teams Monitor critical path and implement recovery plans where required

Cost Control & Budget Management



Establish project cost control systems and budget tracking mechanisms Monitor project costs, commitments, variations, and cashflow Prepare monthly cost reports, forecasts, and Estimate at Completion (EAC) Track manhours, productivity, and earned value

Progress Measurement & Reporting



Implement progress measurement systems for engineering, procurement, fabrication, and site construction Prepare weekly and monthly progress reports for management and clients Monitor KPI performance (schedule, cost, productivity, risk) Track subcontractor progress and performance

Risk & Change Management



Lead project risk identification, mitigation, and contingency planning Manage change control, variation orders, and claims support Identify schedule and cost risks early and recommend corrective actions

Contract & Commercial Support



Support contract administration and commercial teams Assist in claims preparation, EOT submissions, and contractual correspondence Ensure compliance with contract requirements and reporting obligations

Resource & Manpower Planning



Prepare manpower loading and resource histograms Monitor productivity, efficiency, and deployment of site resources Support mobilization and demobilization planning

Stakeholder & Client Interface



Act as the focal point for project controls with clients and consultants Participate in progress meetings and steering committee reviews Provide executive dashboards and management reports

Systems & Governance



Establish project control procedures, templates, and best practices Ensure data integrity and reporting accuracy Lead and mentor planning engineers, cost engineers, and document controllers

Qualifications & Experience



Mandatory Requirements



Bachelor's Degree in Mechanical Engineering or related discipline Minimum

10 years' experience

in Mechanical Engineering Construction / EPC environment Proven experience in: Piping, tankage, fabrication, and mechanical installation projects Large-scale industrial projects (Oil & Gas, Petrochemical, Power, LNG, Industrial Plants) Strong knowledge of project controls best practices

Software Skills



Primavera P6 (mandatory) MS Project Advanced MS Excel (pivot, dashboards, cost tracking) Power BI / dashboards (preferred) ERP / Cost Control Systems (SAP, Oracle, etc.) - advantage

Job Type: Full-time

Pay: RM6,000.00 - RM9,260.25 per month
