WE ARE LOOKING FOR A PROJECT CUM SITE QUALITY MANAGERPosition: Project cum Site Quality Manager
Working Location: Nilai, Negeri Sembilan
Company Industry: Energy industry
Project Type: Fast Tract Substation
Working hours: 10 hours/day & 6 days/week
Working Duration: 18 months contract with PERSOLKELLY (depends on project schedule)
Salary: up to RM13,000
Job Summary:
The Project & Site Quality Manager who reports to the region quality leader and Site Manager shall establish, maintain and verify the implementation of the project quality system and plans ensuring that the contractual, legal and internal requirements are met at all stages from tender, tender to project hand-over, project execution, end of work and warranty phase. He/she shall manage, coordinate and report on the project quality activities and on the related quality interfaces, whilst maintaining client and project team liaison and communication on all quality related issues.Responsibilities:

  • Customer Care:
-To check that customer requirements are fully determined, reviewed and taken into account in all project activities
-To ensure that Customer is duly informed of project Quality issues and progress
-To ensure that Customer complaints, if any, are recorded and dealt with according to the Group rules
  • Project Quality Management System / Plan
-To prepare, implement and update the Project Quality Plan (by Customizing the existing frame to the project requirements) in collaboration with the Project Manager, Engineering Manager and Erection and Commissioning Manager
- To review and to approve the project quality-related procedures
- To check on a regular basis that quality-related activities are in line with the project time schedules
  • Processes & Instructions
- To check and to ensure that necessary project processes & instructions are implemented and are in line with Customer expectations, legal requirements and internal instructions
- To check that quality instructions shared by partners at consortium level are aligned with Customer expectations and project Quality needs
- To check that relevant Quality instructions are duly transmitted to and followed by external partners, internal and external suppliers and sub-contractors
  • Quality Management
- To direct the quality activities, interfaces and reviews in all project activities, liaising with customers, external authorities, project Quality staff, internal departments, internal & external suppliers and subcontractors on matters related to quality
- To manage cost of poor quality.
- To check that necessary Quality resources are duly allocated to the project and to train quality personnel assigned to the project
- To deploy necessary awareness Quality sessions and trainings
- To integrate the Quality approach within the project risk management
- To participate in the project and design gate reviews
- To manage and to maintain the follow-up tables of deviations (Non-Conformity management).
- To lead and participate in analysis of deviations, problem solving, corrective and preventive actions [continuous improvement actions and lessons learned.
- To plan, organize and run monthly project quality reviews with the customer and site stakeholders
  • Quality audits
- To establish, supervise and participate in the project Quality audit programs.
- To ensure necessary corrective and preventive actions are implemented
- To represent the project during Customer or external quality audits
  • Suppliers (internal & external) and Sub-contractors Quality
- In coordination with the concerned internal departments, to establish, maintain and monitor the Inspection and Test Plan and the Site Quality Plans for all project supply and site activities
- To liaise with the sourcing and Construction departments in Quality aspects related with supplier and subcontractors assessment before selection, expediting during manufacturing, Factory Acceptance Tests, Traceability, Site Supervision, Site Acceptance Tests and quality records
- To liaise with the Logistic department to ensure appropriate packaging and transport precautions for sensitive equipment
  • Control of Documents
- To ensure that the project documents of internal and external origins are identified, stored in the project document management system easy to access, and their distribution controlled
- To ensure that relevant version of applicable documents is easily identifiable and available at all points of use
  • Control of Records
-To ensure that records (evidences of conformity to requirements) of internal and external origins are identified, collected and available for use during the Project and for final files to be handed over to Customer (Among them: Manual, Inspection and Tests Plans, FAT procedures, Row material certificates, Type tests reports, Routine tests reports and FAT reports, packing lists and clearance certificates, Site Inspection Programs & test reports, Hand Over Certificates, Red marked drawings, Operating and Maintenance documentation \xe2\x80\xa6)
- To check the appropriateness of the content of the main Quality records (acceptance criteria, recorded values, tolerances, calibration status of measuring tools, validations \xe2\x80\xa6)Requirement;
  • With 5 years\' experience in Marine shipyard or mechanical installation as an Inspector in
  • Degree in Engineering discipline from accredited university or similar. However, candidates without the said qualification but with extensive experience and competence in the similar roles would be considered.
  • At least 10 years of experience in Project Quality or Project Management in the turnkey projects environment (preferably in the energy industry)
  • Ability to perform complex root cause analysis, manage non-conformities and risk analysis.
  • Good level of audit ability both internal and third-party audits according to ISO 9001
  • Fluent in English. Fluency in a second language in a second language is not required but will be an added advantage.
