JOB PURPOSE The Project Director is the internal technical expert who is responsible for project management which include both greenfield and brownfield development projects, strategic asset enhancement initiatives encompassing renovation, refurbishment and repurposing of the existing properties, and any other special projects related to built-environment component within the multifamily portfolio of properties under Taylor\'s Education Group and beyond. The incumbent is expected to exercise leadership responsibility with strategic business view in discharging his/her duties. Among the main tasks include effective coordination with various teams for timely commencement and completion of a project within budget and expectations, converting and translating stakeholders\' requirements and aspirations into technical specifications for incorporation into design development programs, diligently review and assess any proposed technical resolutions from consultants, prepare annual capex budget requirements, conduct risk assessment of project management and introduce measures to manage the identified risks, as well as participate in any special projects which require technical expertise. OUTCOME MEASUREMENTS Conceptualise, propose and drive strategic initiatives to improve project financial performance Ensure projects are commenced and completed within Budget and timeline Provide technical expertise and advice to facilities and building-related functions Comply with all internal policies, bylaws, building rules and regulations Provide leadership direction on industry best practices which are pragmatic and adaptable to our operating environment Build high-performing team through effective coaching and leadership by example KEY RESULT AREAS / RESPONSIBILITIES Overall Project Managemen t Plan and develop management schedule for building enhancement, renovation, and repurposing projects Ensure project delivery on time and within budget Lead in the development and implementation of capital improvement projects Review M&E project inception, feasibility studies/cost estimate, conceptual design, development and construction management to ensure project meets quality standard and other requirements Coordinate with the appointed Project Consultants on the desired outcome for the Management Review preliminary cost estimates for feasibility studies or approval (with support from Quantity Surveyor, where required) Prepare internal approval requests for budget and appointment of consultants Handle communications with both internal and external stakeholders from project start-up to close-out of project Regular reporting and updates on progress, budget, statutory approvals and challenges/risks to the Stakeholders Prepare Gantt Charts for projects with key milestones for project monitoring Take necessary actions to maintain project progress to approved timeline, where necessary, recommend/take measures to mitigate delays Monitor the submissions to local authorities and statutory approvals to meet project timeline and completion deadlines Ensure testing & commissioning is done thoroughly and results verified by consultants Maintain a full set of records for the projects Ensure as-built drawings, Operations & Maintenance manuals, warranties and statutory approvals (drawings, etc.) are received, reviewed and archived Ensure records are kept for statutory compliance, future reference, audit, etc. Special Project Management Lead and coordinate all special projects including sustainability initiatives, large-scale energy efficiency improvement, space optimisation programs, and all asset enhancement plans. Plan and manage required resources for successful implementation of special projects. Prepare internal approval requests for budget and appointment of relevant consultants/ vendors. Capex Budgeting Lead the preparation of yearly departmental budget with the objective to maximise property value by implementing proper operating and capital expenditure control systems Prepare and review monthly planned project report which include tracking of actual progress vis- -vis approved budget Policies and Procedures Ensure strict adherence with the Company\'s and local authority requirements, policies and procedures Establish and review Policies and Procedures to ensure continuous improvement as well as in meeting of the standards required by authorities or stakeholders Provide training to internal staff members on the established Policies and Procedures to ensure orderly, efficient workflow. MINIMUM QUALIFICATION Master/Bachelor\'s degree in Architecture/Engineering/ Project Management/ or equivalent with minimum of 10 years of relevant working experience RELATED EXPERIENCE Solid background of experience and an impressive track record of innovation and attainment of goals in complex organizations, especially in a global enterprise environment and matrix organizations. Experience in directing and managing within a dynamic and challenging environment, working inclusively through people in a multi-cultural environment to achieve shared objectives.
