Job Description


The purpose of this role is to define and maintain the standards for transformation management within their area of the organisation, providing expert guidance, support and insight and the primary source of delivery information and metrics.

Key responsibilities:

  • PMO Leadership. Leads the PMO, develops clear vision and standards and champions the use of best practice transformation management standards and processes. Provides leadership to the Transformation practitioners and community within organisation area. Builds productive relationships with other PMO Managers, key functions and professions. Communicates key messages, drives communities, events and provides a voice for the Transformation profession. Inspires others and helps to create a profession individuals feel proud to be a part of. Promotes the wider good in all actions, acting in a morally, legally and socially appropriate manner in dealings with stakeholders and members of Transformation/Programme teams and organisation
  • Business Case and Benefits Tracking. Supports the Programme/Project Manager in the development and tracking of the Business Case and benefits, with input from specialists as necessary and alignment with senior stakeholders. Works with project managers, change managers and business benefit owners to identify, track and report benefits as set out in business case
  • Budget. Develops and agrees budgets for projects/programmes and track/forecast actuals against them
  • Resources. Manages the PMO team and supports the Programme/Project Manager in the identification, recruitment, development, deployment and reassignment of resources throughout the programme/project lifecycle. Identifies future project / programme / departmental capability and capacity needs to put strategies in place and deliver them
  • Stakeholder Engagement. Manages and influences senior relationships across programmes/projects, the department and across organisation. Builds strategic relationships with internal and external suppliers. Establishes and advises the programme/project teams on appropriate tools and techniques for managing stakeholder relationships. Provides assurance to the project manager on the effectiveness of stakeholder and Communications management arrangements
  • Risk and Issues. Establishes the project processes and standards for managing risks and issues. Provides assurance to the project manager on the effectiveness of Risk and Issue management arrangements. Drives continuous improvement of Risks and Issues management process within the department. Drives innovation and introduces the latest learning from professional bodies and academic research
  • Governance and Assurance. Ensures appropriate governance is in place and arranges external reviews e.g. Gateway Reviews at appropriate points in the project lifecycle. Monitors the effectiveness of controls and ensures that recommendations from external reviews are acted upon. Maintains governance arrangements for the delivery of programmes and projects. Supports the definition of clear roles, responsibilities and accountabilities that align with organisational practice.   • Change Control. Establishes and implements protocols to change the scope of projects and/or programmes and update configuration documents as required
  • Planning, Performance and Controls. Establishes and operates programme/project controls on behalf of the programme/project manager, reporting on progress and status to appropriate bodies. Identifies common capabilities and opportunities for linking up, re-using and sharing of methods and resources between projects and programmes. Ensures learning from experience is disseminated across the organisation. Creates a culture of continuous improvement and learning from experience. Identifies interdependencies, common capability and opportunities across projects, programmes and the organisation area. Identifies common capabilities and opportunities for linking up, re-using and sharing of methods and resources and drive implementation to realise efficiencies
  • Guidance and Support. Identifies, develops and shares standard/best practice transformation/programme/project management processes, tools and templates and benchmarks against industry standard. Provides direction and guidance to programme/project teams. Ensures continuous improvement of transformation management processes and standards within the organisation area, drives innovation and introduces the latest ideas and learnings from professional bodies and academic research. Provides direction and guidance within the organisation area as well as wider organisation communities of practice
