We are seeking an experienced Project Manager to lead and oversee the outsourced implementation of Microsoft Dynamics 365 across enterprise functions within the water utility domain. This role requires strong project governance skills, proven experience managing external vendors, and the ability to drive execution through structured PM methodologies.
The Project Manager will be based in Johor and must communicate fluently in English and Bahasa Melayu, engaging daily with business users, senior leadership teams, and CXO stakeholders. Experience with regulatory requirements, utility-sector processes, and large-scale transformation programs is an added advantage.
Key Responsibilities
Project Planning & Governance
Lead end-to-end project planning, including scope definition, delivery roadmap, work breakdown structure, timelines, resource planning, and budget management.
Establish governance frameworks, checkpoints, quality gates, RACI matrices, and escalation procedures aligned with industry-standard project management methodologies.
Maintain and continuously refine the Project Management Plan to ensure alignment with business, technology, and regulatory expectations.
Vendor & Stakeholder Management
Manage outsourced vendors, implementation partners, and third-party contractors to ensure delivery quality, adherence to timelines, and contractual compliance.
Facilitate structured interactions with CXOs, senior management, IT stakeholders, and business units through presentations, steering committee updates, and status reviews.
Conduct daily cadence calls to track progress, remove blockers, and ensure cross-team alignment.
Build strong working relationships with on-ground operational teams and business owners.
Execution & Delivery Oversight
Oversee Dynamics 365 implementation tracks including CRM, Billing, Field Service, Asset Management, Customer Service, and relevant integration components.
Coordinate with technical leads, functional consultants, QA teams, and business users to ensure successful requirements gathering, solution design, UAT, cutover, and go-live.
Monitor deliverables to ensure they meet acceptance criteria, compliance requirements, and enterprise architecture standards.
Reporting & Communication
Develop and publish weekly and monthly project status reports, dashboards, milestone trackers, risk registers, and executive summaries.
Present updates to CXO group, steering committees, and PMO stakeholders using clear, concise, and data-driven communication.
Ensure transparency across all layers of the organization with timely communication and structured reporting.
Risk, Issue & Change Management
Maintain a proactive risk and issue management framework with early identification, impact assessment, escalation, and mitigation strategies.
Manage scope changes through formal change control processes, working closely with vendors and business stakeholders.
Ensure compliance with internal audit, governance, and regulatory guidelines throughout the project lifecycle.
Water Utility Domain Interaction (Added Advantage)
Align project activities with water utility processes such as customer management, NRW workflows, billing cycles, GIS interactions, field crew operations, and service request management.
Understand local regulatory guidelines and operational models within Malaysian water utilities (SPAN, state water authorities).
Required Qualifications & Experience
Bachelor's degree in Computer Science, Engineering, Information Systems, Business, or related field.
10+ years of project management experience, with at least 5+ years managing enterprise software implementation projects.
Proven experience managing outsourced vendors and SI partners in large transformation programs.
Strong understanding of project management frameworks including PMI PMBOK, PRINCE2, Agile, Hybrid PM methodologies.
Familiarity with Microsoft Dynamics 365 (CE/F&O/Field Service) delivery cycles.
Fluent in English and Bahasa Melayu, with excellent communication, negotiation, and stakeholder management skills.
Experience interacting with senior executives, CXO teams, PMOs, and regulatory bodies.
Demonstrated ability to lead cross-functional teams, drive delivery outcomes, and manage multi-stream execution.
Strong competency in risk management, issue resolution, and data-driven reporting.
Preferred Skills
Experience in water utility digital transformation projects, including meter-to cash, billing systems, customer engagement, and asset management.
Relevant certifications such as: o PMP (Project Management Professional) o PRINCE2 Practitioner o Agile Scrum Master or PMI-ACP
Experience working in public-sector or regulated industry environments.
Proficiency in PM tools such as MS Project, JIRA, Confluence, and enterprise reporting dashboards.
