Purpose of Activity/Assignment:

The prevention of sexual exploitation and abuse is at the core of UNICEF\'s mandate. UNICEF has a and abuse perpetrated by employees, personnel and sub-contractors of UNICEF and implementing partners. Sexual exploitation and abuse (SEA) is a form of gender-based violence (GBV) that constitutes an abuse of power against the affected population.

Groups at risk of GBV, such as women and children, are also at risk for SEA. Therefore, making UNICEF programmes safe and accessible by mitigating GBV risks will also mitigate risks for SEA. Key areas to harmonize GBV risk mitigation and SEA include:

  • Monitoring GBV/SEA risks;
  • GBV risk mitigation of programmes;
  • Setting up and maintaining ethical feedback mechanisms for the affected population which include SEA reporting by the community. Communities and victims must have a safe and accessible way to report cases;
  • Providing survivors of SEA with assistance and response services (case management, medical assistance, legal support, safety, etc.). Part of the SEA referral system includes immediate referral for \'victim assistance\'. In many countries, the referral system may be that survivors/victims of SEA access the same services as GBV survivors. Check your local referral system. Note there may be different referral protocols or systems in place for children;
  • Raising awareness in the community about GBV and SEA risks, available referral systems and services, and complaints mechanisms at the community-level.
GBV and SEA differ in several ways. Protection from SEA requires comprehensive organizational measures including operational, management and human resource measures as perpetrators are personnel from organizations including UNICEF and partners. GBV and SEA also have different coordination mechanisms at the country level, but these coordination mechanisms can link through victim/survivor assistance systems and referral mechanisms, identification of risks, community-based complaints mechanisms and awareness raising in the community.

Following the endorsement of the (hereinafter referred to the UN Protocol) in February 2018, UNICEF has incorporated prevention of sexual exploitation and abuse standards in the General Terms and Conditions of partnership agreements with civil society organizations.

The most significant changes in the General Terms and Conditions are as follows:
  • Article 4.0 clarifies that if the implementing partner is using further tiers of sub-contractors (e.g. sub-sub-contractors), they are required to adhere to the agreement;
  • Article 11.2(b) provides that sexual exploitation and abuse, or child safeguarding violations perpetrated by implementing partner workers, or a failure of the implementing partner to properly address such issues, each constitutes grounds for immediate termination of the agreement;
  • Article 13.0 lists policy obligations concerning protection from sexual exploitation and abuse, child safeguarding and fraud;
  • Article 14.0 defines sexual exploitation and abuse and child safeguarding violations, and prescribes expectations of \'zero tolerance\', preventative measures (including training), obligations to report to UNICEF, and investigation obligations; and
  • Article 16.0 extends assessments from ones relating to finances alone, to ones assessing capacity to address sexual exploitation and abuse or child safeguarding violations.
Considering the above, UNICEF has developed a procedure and related tools to support UNICEF Offices and their Implementing Partners to abide by the requirements of the UN Protocol and the General Terms and Conditions of their partnership agreements with UNICEF.

UNICEF Offices around the world are organising PSEA and GBV trainings for its personnel and Implementing Partners and conducting PSEA risk assessments, and thereafter working with Implementing partners to jointly strengthen prevention of and response to sexual exploitation and abuse through strengthening prevention, reporting, referral and investigation capacities. Through these measures, UNICEF together with Implementing Partners aims to create a safer and more protective environment for every child.

How can you make a difference?

The objectives of PSEA/GBV Consultant are to provide on demand support in training, capacity, technical expertise and systems strengthening. This support will be called upon as needed over the duration of the contract. The initial timeline is for the setup and design of the outlined items in the first year.

Main areas of work:
  • Internal Capacity Building:
  • Develop/Update internal/external complaint handling procedures
  • Develop/Update materials/poster on clear reporting procedures.
  • Conduct a refresher training on SEA case handling procedures with key focal points;
  • Conduct an office-wide refresher training on PSEA, including on the internal complaints and reporting procedures
  • Victim assistance:
  • Identify suitable partner for victim assistance, assess their capacity and provide capacity building as needed;
  • Design/update SEA incident recorder to track reporting to document and monitor the status of reported SEA cases involving children and adults
  • Design/update PSEA log with identifiers to anonymized victims
  • Technical support to the CO on delivering on its PSEA Action Plan
  • Support PSEA awareness posters (zero tolerance, 6 core standards) to distribute amongst all UNICEF personnel and sites (KL and PJH) o As required help in preparing for and facilitating a quarterly CO Meeting on the PSEA Action Plan, including providing technical support to colleagues to deliver
  • As required attend as technical resource person relevant meetings with the CO, RO and partners
  • Technically support the office in bringing PSEA in line with the Common Assessment tool and further development on the UN Common Assessment
  • As required, conduct new partners\' PSEA Assessment and Reassessment under the UN Harmonized Assessment
To qualify as an advocate for every child you will have\xe2\x80\xa6
  • An advanced university degree (Master\'s or higher) in social science, communication, management or another relevant field.
  • A minimum of 5 (five) years of relevant professional experience in social science and/or community mobilization.
  • Fluency in English and Malay is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Expertise on PSEA, as well as international human rights standards and conventions with regards to children.
  • Professional experience in prevention and response to GBV, child protection or other relevant fields
  • Professional experience in workshop facilitation and capacity building
  • Ability to engage with a wide range of partners, such as government, private, academia and civil society organizations.
  • Strong communication, teamwork, networking and interpersonal skills
  • Ability to conceptualize and articulate ideas in a clear and concise form
  • Ability to take initiative and to work with minimum supervision

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
