Job Description

Prime Role



Responsible for ensuring the quality assurance and quality control processes in the project department. Ensuring construction activities and deliverables meet established quality standards, specs, and regulatory requirement. Collaborates with project teams, subcontractors, and clients to identify and address quality-related issues, ensuring the successful completion of projects as per client/consultant/company requirement. Manage all construction QAQC action plans including taking lead and monitor the QAQC teams for implementation. Monitor and work closely with the Senior Project Manager /Project Manager to address all construction quality issues at site. Provide technical support to the Project Department. Provide independent quality audit reports and follow up to close out the non-compliances. Review, improve and update work method statements. Assist in conducting post-mortem and case study and follow up with documentation and implementation. Prepare annual technical training program, provide internal technical training, and move forward for digitalize transformation. Comply to department SOP and company Integrated Management System (ISO9001 / ISO37001 / ISO45001 / ISO14001). Additional responsibilities where beneficial for Project Department. Leading the Pre & Post ID Fit out work project. Take responsibility for the entirety of Project Management, starting from providing technical input during the tender phase and continuing through to monitoring the construction team's project deliverables. Ensure that work is consistently executed at a high standard in line with specifications and quality standards by conducting regular quality inspections with the Construction Manager or Project Supervisor. Provide assistance or take charge of tasks during both the pre- contract and post-contract phases i.e. presenting proposals during the tender stage.

Budget Control



Manage and monitor training budget including purchases of training support software, equipment, and stationeries etc. Assist to coordinate special "quality awareness" events on yearly basis. Manage the non-conformance and corrective action process including investigation, root cause analysis, resolution within the budget. Able to workout & present tender proposal. Able to understand tender documents and prepare technical proposal according to tender instruction. Able to advise, propose or manage value engineering in terms of cost, methodology, scheduling, risk or defects management.

ISO Compliance



Manage and maintain project documentation for QAQC including setting up new job till project close out for ease on documentation retrieval. Maintain correspondences and documents both in electronic and hard copy filing as per project procedure. Create QAQC folders in server and ensure project team accessing server with the standard protocol. Set up ISO achievement result (KRA and /or KPI) including tracking system for project team and lead the system to ensure achievable desire result. As Documents Controller to monitor ISO Documentation controlling system to project team for tracking purposes. Prepare QAQC progress summary reports for incorporating into the Monthly Management Report. Conduct regular meetings with subcontractor and project teams to communicate quality requirements and expectations. Coordinate and participate in third party quality inspections and audits, if required. To manage Project Meeting with client & consultant with strategic agenda and appropriate minutes recorded. To ensure PM/CM conduct inspection/ Test & commissioning & handover processes including handover proper documentation prior to project closure as per QAQC Action Plan with full compliance to SIC ISO procedure. To submit weekly report and updating the project status in the CCM. Ensuring project started with adequate permission to work / any authority permission compliances required. Official clearance to work.

On Time Delivery



Managing or tracking correspondences including faxes, letters, emails, reports, minutes of meetings, agendas and general correspondences. Distribution, monitoring and responding (as appropriate) of mails, faxes, and general correspondence. Tracking and monitoring Project Quality Teams deliverables. Provide planning & accelerated schedule for post project and know how to operate Microsoft project schedule & Microsoft office; Must know /able to produce comprehensive Project Schedule using Microsoft Project software. Handover On time without NCR and LAD. To track and follow up collection / payment on time.

Zero Defect



Always stimulate a high level of quality awareness, process and result oriented. Conduct internal defects inspections prior to calling client/consultants for handover inspection. Conduct independent quality audit with stringent expectation.

QAQC Management



Implement QAQC Action Plan with the project teams, attend and track all QAQC action stages from planning to implementation till completion. Work with the project teams to achieve high quality of works and good client feedback score for "Quality". Always insist on correct and safe work method practices. Assist in the identification and preparation of safe work method statements. Participate in Quality NCR investigations and propose cost effective solution for rectification. Identify and plan construction QAQC training needs. Prepare and conduct QAQC training, both classroom and on site. Conduct inspections and audits to verify that construction activities and deliverable meet quality standards. Monitor and evaluate subcontractor quality of works. Manage the resolution of client complaints related to quality and implement measures to prevent recurrence Able to deal with PMC / consultant / Architect for Builder Tender or D&B proposal and provide technical input which comply or strategies advantages to win the tender / proposal or ongoing project.

Project Closure Management



Department's improvement outside the scope of the current job description may be assigned. To prepare Project Closure Report for QAQC. To involve in project post-mortem and case study for lesson learned and suggest corrective and preventive actions. To involve in contractor evaluation. To proper documentation and record keeping of quality control activities and result. Ensure project handover appropriate with official documents comply to ISO / client requirement. Monitoring final collection and tracking on the project close off payment collection; i.e. retention, building renovation deposit. ? Ensure handover process being implemented accordingly to company / client's standard ( i.e.: key handover, operation training, as built drawing, operation manual). To prepare Certificate of Practical Completion at D&B project prior for handover documents submission / request CPC with client for build contract.

Managing After Sales Service



To review the construction defects and find out the root cause during DLP period and propose for future improvement. Able to get reward quality for the company. To respond after sales services. Ensuring client request being respond appropriately. To monitor the request from regular customer / during DLP period being respond on time.

Job Requirements



Must possess at least Architecture /Building /Engineering Degree or equivalent. At least 10 years of experience in construction with minimum 5 years in managing medium to large interior fit-out works on site. At least 3 years of experience in QAQC management. Proficiency in Microsoft Office and MS Project Application. In-depth knowledge of interior fit-out works.

Skills & Competencies



Construction process and methods statement. Basic knowledge in MEP services. Possess special technical skills and knowledge will be advantage. Required MS Office suite (Outlook, Word, Excel, MS Project, and Power Point) skills. Required language(s): English, Bahasa Malaysia Good oral communication skill in English, Bahasa Malaysia and Chinese. Good interpersonal and communication skills with the ability to develop relationship with all levels of management. Positive working attitude / discipline, proactive, well organized, and able to multitask. Able to work independently and under pressure to effectively carry out duties within tight time frames. Meticulous with strict attention for details. Self-motivator, energetic, enthusiastic and team oriented. Possess own transport.
