To support cost planning, contract administration, procurement, valuation, and project commercial management throughout all EPCC project phases, ensuring compliance with contractual and project requirements.
RESPONSIBILITIES
A. Pre-Contract
Prepare cost estimates, BOQ, and tender documents according to EPCC standards.
Review tender drawings/specifications and identify cost risks.
Conduct quantity take-off and evaluation of subcontractor quotations.
Participate in tender clarification, negotiation, and cost benchmarking.
B. Post-Contract
Prepare monthly valuation, progress claims, and variation order submissions.
Review contractor/subcontractor claims, VO, and final accounts.
Maintain cost control records, cash flow forecasts, and project budgeting.
Track project expenditures against approved budgets and projections.
C. Contract Administration
Assist in drafting and reviewing contracts, LOA/LOI, and subcontract agreements.
Ensure compliance with contract terms, standards, and EPCC project procedures.
Manage documentation such as RFI, NCR, site instructions, and contractual letters.
D. Procurement Support
Work with Procurement Team on vendor evaluation and contract awarding.
Review procurement scopes, technical evaluations, and commercial comparisons.
Ensure accuracy of materials cost and pricing structure.
E. Coordination & Reporting
Coordinate with Engineering, Project, Procurement, and Finance Teams.
Prepare weekly/monthly cost and commercial reports for management.
Participate in site meetings and provide commercial advice where needed.
3. REQUIREMENTS
Education:
Bachelor's Degree in Quantity Surveying / Construction Management / Engineering or equivalent.
Experience:
Minimum 4-7 years working experience in QS roles.
Must have experience in
EPCC / Oil & Gas / Petrochemical / heavy industrial
projects.
Strong exposure to tendering, VO management, cost control, and contract administration.
Technical Skills:
Proficient in cost estimation, measurement, and project budgeting.
Familiar with EPCC contract structures such as FIDIC, PSSCOC, PAM, or bespoke contracts.
Good understanding of engineering drawings (civil, mechanical, electrical).
Strong MS Excel, MS Project, and cost software proficiency.
Soft Skills:
Strong negotiation and analytical skills.
Excellent communication (verbal & written).
Ability to work under pressure and meet deadlines.
Detail-oriented, proactive, and well-organised.
4. WORKING CONDITIONS
Based at office/site depending on project requirements.
Willing to travel or work extended hours for project deadlines.

Pay: RM4,000.00 - RM6,000.00 per month
