Role Summary


To manage and expand the company's petroleum logistics and trading operations across Asia and the Middle East.
The role combines

hands-on operational control

(tank, vessel, SGS, and compliance) with

strategic business development

-- identifying and qualifying reliable product suppliers (refineries, allocation holders, and traders) in alignment with company trading policies.

Key Responsibilities



A. Operations (Physical & Logistical Control - ~60%)



Coordinate tank storage leasing (TSR/Q88), vessel chartering (CPA), STS, and bunkering operations in Singapore, Johor, and Fujairah.

Supervise SGS/Intertek dip tests, Q&Q verifications, and cargo documentation (COO, UDTA, ATSC, ATV, CPA, NOR, ETA).

Verify all operational documents directly with issuing terminals, avoiding third-party or unverifiable intermediaries.

Liaise with terminal operators and port authorities to ensure timely product injection, custody transfer, and customs clearance.

Maintain compliance with international petroleum trading standards (including no payments or tank leases before verified POP/Q&Q).

Minimize operational risks -- demurrage, contamination, or fraud -- through correct sequencing and documentation.

B. Business Development -

Supplier Engagement - ~40%)



Identify, qualify, and onboard new product suppliers (refineries, allocation holders, NOCs, and licensed traders) across Singapore, Malaysia, UAE, India, and Africa.

Conduct initial due diligence: supplier profile, tank verification, refinery allocation letters, past SGS reports.

Negotiate indicative supply terms and coordinate preliminary ICPO/CI flow with trading desk.

Maintain relationships with regional tank farms, inspection companies, and logistics providers.

Support management in structuring trial transactions ("Dip & Pay" or "Take Tank Over") compliant with company procedures.

Attend port visits, marine conferences, and industry networking events to expand supplier base.

Qualifications & Skills



Experience:

8-15 years in petroleum logistics, bunkering, or trading operations. Prior work at a tank farm, bunker trader, or marine logistics firm is ideal.

Knowledge:

Tank storage, vessel chartering, Q&Q protocols, SGS coordination, INCOTERMS (FOB/CIF), and banking instruments (MT103, DLC/SBLC).

Competencies:

Strong negotiation and documentation control skills. Deep understanding of operational fraud risks and how to avoid them. Proficiency in Excel, basic ERP/trade management tools, and shipping correspondence. Fluent English (Malay or Mandarin a plus).

Character:

Integrity, discretion, and accountability for risk control.

Critical experience (Must have)



Background in tank lease management, STS coordination, or marine operations (former terminal supervisor, Intertek/SGS coordinator, or bunker trader).

Familiar with documentation: TSR, Q88, UDTA, CPA, NOR, ETA, COA, etc.

Solid network with Singapore & Johor tank farms (e.g., Vopak, Oiltanking, ATT Tanjung Bin, Pengerang).

Can manage SGS dip test scheduling, cargo custody, and Q&Q dispute resolution.

Performance / Deal Bonus

Up to 2-3% of net operational margin on each successful physical trade Tied to completion of clean, verified transactions with no demurrage or loss.

Annual Bonus

1-2 months' base if KPIs met Based on number of successful lifts, absence of disputes/fines, and smooth audits.
