The Safety Officer is responsible for implementing, monitoring, and improving workplace health, safety, and environmental (HSE) standards across the organization. The role ensures compliance with local legislation, company policies, and international best practices (ISO 45001, ISO 14001, ISO 9001). The Safety Officer supports day-to-day operations by conducting inspections, training workers, managing documentation, and promoting a strong safety culture.
Key Responsibilities
1. Compliance & Regulatory Requirements
Ensure full compliance with local HSE laws, regulations, and statutory reporting requirements.
Maintain up-to-date knowledge of relevant country-specific legislation
Assist with permit-to-work systems, safe work method statements (SWMS), job safety analyses (JSA), and site HSE documentation.
2. Risk Management & Controls
Conduct regular workplace inspections, hazard identification, and risk assessments.
Implement risk-control measures aligned with the hierarchy of controls.
Monitor high-risk activities such as work at height, confined spaces, hot works, lifting operations, and electrical work.
3. Incident Management
Lead or assist in incident investigations using 5-Whys, Fishbone, or Root-Cause Analysis (RCA).
Prepare incident reports and ensure corrective and preventive actions are implemented.
Track near misses, unsafe acts, and safety observations.
4. Training & Competence
Deliver toolbox talks, safety orientations, and refresher training.
Ensure workers' certifications remain valid.
Promote awareness on emergency response, PPE usage, and safe work practices.
5. Documentation & Reporting
Maintain HSE records including permits, training logs, inspection reports, and PPE registers.
This position reports to Head of operations and Divisional HSE Manager.
Prepare weekly and monthly HSE reports for management.
Assist with internal and external HSE audits (ISO, client audits.)
6. Emergency Preparedness
Support the development and implementation of emergency response plans.
Conduct drills (fire, evacuation, first-aid scenarios).
Coordinate with external authorities (fire department, medical providers, government agencies).
7. Safety Culture & Engagement
Promote a proactive safety culture through communication, visibility, and worker engagement.
Participate in behaviour-based safety programmes.
Encourage reporting of hazards and near misses.
Qualifications & Requirements
Essential
Bachelor Degree or Diploma holder in Safety or equivalent.
Recognised HSE certifications (e.g., NEBOSH IGC, IOSH MS, local authority certifications).
Minimum 2-5 years experience in construction, manufacturing, oil & gas, or industrial operations. Experience in Work at Height is a plus
Strong knowledge of local HSE regulations.
Good communication skills in English and local language, Bahasa Malay is an advantage.
Ability to work at site-based locations and perform regular inspections.
Ability to travel internationally when required.
Advanced computer skills with Excel, Word, Power point. Ability to maintaining HSE documentation within SharePoint, Google Workspace, Teams.
Driving license
Preferred
ISO 45001:2018 Internal Auditor or Lead Auditor certification.
First Aid/CPR certified.
Fire Marshall/Warden certified
Basic knowledge of Fall Arrest PPE selection and use
Work at height training
Experience with multinational clients and HSE reporting standards.
Knowledge of risk-assessment methodologies and safety management systems.
