Where you fit in

You will be the leader of the Portfolio of Projects (PoP) supply chain category of spend - accountable for its\xe2\x80\x99 strategic direction, translation into tactics, creating and preserving value across the category lifecycle (pre- to post-award) in alignment with Shell\xe2\x80\x99s business drivers. You will be an individual contributor that delivers sourcing/opportunities yourself and a leader of natural teams that are involved/support your delivery. The natural teams you lead may include members of the SC Commercial Specialist Operations team in Cyberjaya. You will be the one person accountable for the category and others will look to you for direction.

The PoP space involves ~8-10 minor capex projects per year and you will be accountable for the end-to-end supply chain for a Project and will be the \xe2\x80\x9cgo-to\xe2\x80\x9d person for the Project Manager for all supply chain matters. You are expected to be a strong integrator across all the supply chain functions, so we face up as one and give clear steer and direction to the SC community that supports the project

What\xe2\x80\x99s the role?

  • Create, Mature & Deliver Opportunities: Own and improve the end-to-end category supply chain, taking Shell\xe2\x80\x99s demand, drivers, operating model, global/regional strategies and market developments into account and then translating them into game-changing value creation opportunities that are reflected in Business Plans, Quarterly Latest Estimates (LE)\xe2\x80\x99s and our opportunity funnel. You will also need to be relentless in eliminating waste and standardization so that we become a faster, leaner more effective organization. To do this successfully, you will need to understand the full supply chain, the interdependencies, have a strong pulse of markets/supplier and go beyond the usual scope of just tendering.
  • Manage Relationships for Value: Build & nurture collaborative relationships to deliver value with (i) Internal \xe2\x80\x93 Supply chain business partners; (ii) External \xe2\x80\x93 PETRONAS Category Management; (iii) External \xe2\x80\x93 Suppliers
  • Grow Others: You will be a thought leader that others look to in your category and you will nurture the category management capability in the organization. The PoP category is one that has a highly dynamic demand and you must be able to plan effectively with the project to ensure that there is sufficient resource/capacity to deliver together with your SC Commercial Specialist Operations Partner.
  • Source & Manage Contracts: Manage sourcing to ensure the right remuneration model (e.g. outcome-based) and right risk allocation to drive the right supplier behaviors that create value and are aligned to Shell\xe2\x80\x99s business drivers. Manage the contracts to create/protect value by having keen sense of emerging risks, an eye for opportunities and then translating it into early action/mitigation
  • Staying Compliant: In delivering value, you will need to apply the PETRONAS Procurement Standard (PPS) and Shell Category Management & Contracting Process (CMCP), Supply Chain operations Practices, Health Safety Security Environment & Social Performance (HSSE & SP), Ethics & Compliance, Code of Conduct, Laws and regulations.
Special Challenges:
  • The PoP space is a broad and diverse space which will require you to manage buying, engineered and/or fabricated packages and service contracts. It is unlike many other categories which are more specialized and hence, your ability to manage this diversity is important.
  • Materials on Time (MoT) is a continuing challenge in the PoP space. It requires significant effort today to ensure demand is matured on time, procurement is on time and delivery is on time. One key expectation of the successful candidate is to (i) Diagnose the root cause(s) of MoT underperformance; (ii) Develop and implement solutions to raise the MoT performance; and (iii) Do this in a way that requires minimal effort/resources and is sustainable.
  • You must be largely independent in your ability to deliver which means independently (i) Managing external stakeholders; (ii) Managing senior internal stakeholders (i.e PoP Head of Department); (iii) Holding crucial conversations and resolving disputes with major international and local contractors. This means being comfortable in speaking up, managing conflict, and taking a leading role in issues. You will also be someone who has good judgement when to elevate for steer/support in a space where many things are happening at a time.
  • Your ability to prioritize will also be crucial given the breadth of PoP so that the right outcomes are delivered at the right time. There will be break-ins and you will be expected to determine how best to manage them and elevate for support as needed.
  • You will have to drive discipline execution for Capital Projects to aggressively pursue Competitive Lifecycle Costs, Competitive & Reliable Delivery Time and Reduced Resource Intensity to meet the project ambitions.
  • You will need to lead delivery and collaboration in a matrix organization.
What do we need from you
  • A minimum 10 years of experience in contracting and supply chain.
  • Preferred (but not mandatory) experience in a Projects environment within the Oil & Gas, Construction or Capital-intensive industry. Manufacturing and FMCG-experienced supply chain professionals with the right skills will also be considered.
  • A degree in Quantity Surveying, Engineering, Law, Business, Economics or Finance
  • Highly organized, strong clarity of thought and sharp communication skills as others will look to you for direction & steer.
  • Highly driven, with a \xe2\x80\x98can do\xe2\x80\x99 attitude and inspires/excites others.
  • Able to look ahead, think strategically while focusing on day-to-day delivery.
  • Can translate (i) Intent-based steer from the Senior Leadership; (ii) Global strategies; into tangible, value-add actions, and delivery.
  • Strong integrator and influencer that can bring stakeholders (internal & external) together and deliver to a common purpose. Perceptive to interdependencies between categories and the supply chain and acts on them.
  • Able and comfortable in delivering without authority through natural teams.
  • Experience in strategy development, sourcing, contract management, dispute resolution, negotiations, and supplier relationship management. Contract management in this context goes beyond preparing approval/variation paperwork but instead means proactively seeing risks/opportunities and mitigating/pursuing them.
  • Able to manage multiple priorities at the same time.
  • Uncompromising on HSSE, ethics & compliance
  • Understand the business, the end-to-end process in the Supply Chain and can communicate in business language.
