REPORTING TO : Head of Malaysia Lang Lebah Construction Project

LOCATION : KL Office

1. KEY OBJECTIVES

Supervise technical matters relating to Civil/Structural engineering works during FEED and/or EPCC of Onshore Gas Plant #2 which support the gas production from Lang Lebah field, and ensure that the works are completed in compliance with the contract requirements and the reference specifications, design codes, and standards. The primary role of the job is to lead Civil/Structural engineering in the design/construction/transportation/installation aspects of the Onshore gas plant. Performs various activities including basic engineering or Front End Engineering Design (FEED), procurement package and strategy, fabrication, installation, and commissioning, to support the construction of the major gas development.

2. PRINCIPAL ACCOUNTABILITIES

The Senior Civil engineer shall be responsible for the Project Execution covering all Engineering Phases from CFT development, Tendering execution, Basic engineering, Detailed engineering, Construction, Installation, Pre-Commissioning, Commissioning, and Start-up. The Senior Civil engineer shall be responsible for, but not limited to, the followings:

• Responsible for expediting all Civil/Structural engineering works including engineering reviews and approval of deliverables from contractors and vendors,
• Responsible to ensure that all Civil/engineering works are completed in accordance with the applicable contract(s), specifications, design codes, and standards including COMPANY, PETRONAS, and Government requirements and regulations as well as the Project Quality and HSE plan during FEED and EPCC.
• Responsible to provide technical support in the procurement of Civil/Structural equipment/materials when required.
• Responsible to provide justification to resolve relevant technical issues, technical queries, deviations, and discrepancies among relevant engineering deliverables.
• Responsible for coordination and communication with other disciplines, as a /civil focal point.
• Review Material Handling Facilities, Methodology, and Requirements for Fabrication, Installations, and Operation.
• Participate and contribute to technical review sessions e.g. HAZID, ALARP, PTR, etc. as a Civil/Structural focal point.
• Provide engineering support during construction, pre-commissioning, and commissioning phases and develop Tender requirements in the responsible discipline and ensure all scope is fully captured as Contract requirements for the subsequent stage. Including to be assisting Tendering team to conduct tendering process until the award.
• Monitor and resolve all Civil/Structural engineering issues that surfaced at job sites expeditiously for smooth completion of fabrication and installation.
• Ensure correct engineering as-built mark-ups for its discipline and coordinate with design contractor to update into As-built design package and ensure smooth hand-over of both engineering design package and constructed facilities.

3. WORKING RELATIONSHIP

• Individual must be capable of working independently, efficient and competent in carrying out duties.
• Internal: Relevant Depts in PLS and Corporate
• External: EPC Contractors, Petronas MPM and Project Governance, JV Partners, Government Authorities as well as other external parties, if required.

4. QUALIFICATIONS AND EXPERIENCE

• Bachelor\'s degree in Civil Engineering or a related field.
• Minimum of 15 years experience in Onshore gas plant and/or Petrochemical and/or Refinery industry with a proven track record in FEED, Detailed Engineering, Site construction, and Projects management & execution. Minimum of 3 years experience in the onshore construction field as a field civil engineer position.
• Experiences in FEED and/or EPC of Onshore gas plant and/or Petrochemical and/or Refinery on a similar scale with Onshore Gas Plant #2 and in FEED and/or EPCI of Offshore facilities are advantageous.
• Experiences as Company Site Representative and/or field engineer during Site construction for major projects.
• Must have a good understanding of process and facilities design and production operations including a broad range of expertise on conceptual, basic design development, detail design development, construction/installation, commission/startup, and production operations of Onshore gas plant/refinery/petrochemical plant.
• Must have extensive knowledge of Civil, Steel Structural, Soil mechanics, and Hydrology engineering and expertise with civil/structural analysis software including STAAD Pro, Dyna 6, GT STRUDL, and MAT/Foundation 3D. Earthworks and Hydrology software such that 12D, TUFLOW, and AUTO DESK CIVL 3D.
• Familiar with international codes and standards related to civil engineering commonly accepted in the oil and gas industry including related local regulations for Onshore plant design and construction. Experienced in site preparation work in a hilly area and have extensive knowledge of hydrology and able to perform dynamic foundation analysis and understand machine vibration requirements.
• Be able to perform civil/structural analysis and design of foundation, steel structure, connection, and reinforced concrete building and knowledgeable of underground services drawing and drainage systems and is able to review and verify lifting calculations in accordance with API RP-2A.
• Must have a good understanding of facilities design and production operations including a broad range of expertise on conceptual, development, and production operations of onshore construction, especially onshore gas plant.
