KEY ACCOUNTABILITIES:

  • Procuring of spare parts, works and services for all the power stations under SEB Power at the right price, from the right source, at the right specification that meets Stakeholders needs, in the right quantity and for delivery at the right time.
  • Secure long-term contracts for spare parts, works, services and professional services for the power stations under competitive terms and prices.
  • Ensure that procurement and contracting activities for SEB Power are carried out in accordance with SEB\'s Procurement Policies and Procedures (PPP) including best procurement practices, ethics and probity.
  • Well-versed and able to articulate the Contract terms and conditions, analyze potential risks involved with specific contract terms and to communicate effectively to relevant parties.
  • Resolving contractual disputes, lead negotiations and be able to make appropriate recommendations to solve issues.
  • Proactively engage with Stakeholders and contractor to ensure that the project is always executing to contract requirements (including cost, budget and deliverables).
  • Identifies opportunities to create value for money outcomes and economies of scales for the procurement of goods and services.
  • Works closely with Project Team in dealing with all commercial matters of the contract and provide specific inputs for preparations of progress claims, variation orders, and any other commercial claims.
  • Able to articulate the Contract terms and conditions, analyze potential risks involved with specific contract terms and to communicate effectively to relevant parties.
  • Monitoring Contract performance and obligations through efficient Contract monitoring (CEDM) & Supplier Performance Management (SPM).
  • To properly maintain all contractual matters and records (particularly details of contract payment, EOT, delays, agreed variation, etc).
  • To carry out vendor performance evaluation for every purchase order through the SEVAA (Sarawak Energy Vendor Appraisal & Award).
  • Monitoring Contract performance and obligations through efficient Contract monitoring (CEDM) & Supplier Performance Management (SPM).
  • Training, providing guidance and clear directions to subordinates in terms of executing responsibilities to ensure a competent and motivated team.
  • Proactive in developing initiatives that will contribute towards continuous improvement for the SEB Power Department, specifically in the Contract & Procurement agenda.
QUALIFICATION & WORK EXPERIENCE:
  • Educational Background: Possess a recognized degree in Engineering or related fields, such as Quantity Surveying.
  • Industry Experience: Minimum of 6 years in a relevant role, ideally with comprehensive understanding and working knowledge of the power industry or experience in engineering consultancy firms.
  • Project Management: Demonstrated expertise in project planning, emphasizing contractual disputes and claim resolutions.
  • Tender and Contract Proficiency: Hands-on experience in tender preparation, evaluation, and overall contract management.
  • Language Skills: High proficiency in both oral and written English.
SKILLS:
  • Well-versed in contract management and administration
  • High strategic planning and analytical thinking
  • Proficiency in SAP application especially on Material Management Module
  • Good leadership and organizational skills
  • Ability to analyze, make sound judgment and decision to resolve issues
  • Very good in English communication and presentation skills including report writing
SPECIAL ASPECTS/MAJOR CHALLENGES OF THE JOB:
  • To perform all tasks in line with the Information Security Quality Manual (ISQM) and the ISMS roles and responsibilities procedure.
  • To perform all tasks in line with the Information Governance Policy Suite and Guidelines.
  • Frequent travelling required.
