Purpose of role

Reporting to the Senior Facilities Manager in Malaysia. Overall, the role is responsible for the statutory and legal compliance of facilities, projects, operations, and maintenance including Health & Safety Compliance for all Dyson Malaysia sites.

The role holder is responsible for providing technical facilities advice, support, and assistance on statutory, legal and HSE compliance. Provides technical and regulatory guidance to site personnel, including but not limited to contractors, process owners/ supervisors working in non-manufacturing work areas.

He / She must maintain a strong expertise in their regulatory knowledge and possess strong interpersonal skills for the successful implementation and maintenance of comprehensive facilities management systems and execute/guide HSE tasks as required working with local facilities teams.

The Senior Facilities Compliance Engineer is required to interact at multiple levels within Dyson, including customers, suppliers, service providers, HSE, Risk Management teams and various regulatory agencies to ensure facilities compliance.

In this position the incumbent is required to work independently and make decisions that can have a direct impact on the compliance status of the sites.

Responsibilities

Facilities Legal Compliance

He/she is tasked to support Dyson Malaysia\'s effort to maintain Facilities building and equipment compliance to all applicable local, international, and other related regulations.

This includes the cost-effective implementation of government regulations within the various divisions of the company while providing technical support.

He/she is also the liaison between the company and regulatory agencies coordinating all audits and inspections both internal and by outside agencies. (ex. All government agencies related to facilities compliance):

  • Manage and enforce compliance to all facilities related code, regulations, standards, waste requirements, certificates and permits.
  • Ensure all facilities and related works are complying to Dyson standards and local regulatory requirements.
  • Subject Matter Expert in local regulatory requirements relative to facilities, projects, operations, and maintenance.
  • Monitor and ensure timely renewal of permits and certificates.
  • Ensure facilities compliance to Malaysia government\'s statutory requirements for non-manufacturing sites.
  • Consolidate all related documentation and reports as necessary.
  • Review the layout/drawing required in the application or renewal of permits.
  • Ensure successful execution of HSE on ground activities and provide to Global HSE all the related documentation needed for application and renewal of permits and licenses.
  • Consult with all departments to provide expertise and ensure compliance with standards, processes, and permits with regards to internal/ external requirements/regulations and information security standards (Internal Audits, 3rd Party Certifications, etc.)
Facilities Projects
  • Lead and conduct site assessments of applicable facilities compliance issues to ensure operational activities are consistent with the needs of the organization and applicable regulatory requirements.
Facilities Management System and Risk Management
  • As facilities lead in ISO related compliance audit (where relevant), manage facilities procedures, records, and documentation.
  • Manage and update facilities Business Impact Assessment, Risk Assessment and ensure all facility operations and maintenance, construction and installations comply with local regulatory requirements. Represent Facilities in BCP teams if needed.
  • Support HSE programs implementation and compliance testing where needed (Air emission testing, Work Environment Testing, and others)
Facilities Operations
  • Design, modify and oversee operation of equipment or devices relative to Facilities compliance. He/she is expected to have knowledge on basic waste treatment principles to be able to provide supervision or technical support to the operation of these treatment systems.
  • Preparation of annual operating expense for renewal of permits and other local compliance.
  • Process mapping and improvements with different functions collaborating with Facilities and highlight gaps/ deviations and driving timely and accurate closures to ensure readiness for internal and external audits.
  • Review and approve permitting system for Contractors (ex. General Work Permit; Work at Height; Hot Work; Confined space entry)
  • Review and approve the project risk assessment and environmental impact assessment.
Facilities Maintenance
  • Monitor and update utilities usage and waste data for both compliance and sustainability reporting as required.
  • Participate in emergency drills and able to provide support in case of emergency.
  • Communicate with the affected stakeholders before the maintenance schedule.
  • Support the planning before plant shutdown.
Substainability and Other Duties
  • Collect and collate all relevant sustainability data as required for Corp Sustainability reporting. Undertake any other role related task as outlined by direct manager.
Requirements

Capable of understanding laws, evaluating facilities operations, and proposing practical solutions.

Proven capabilities/competencies in interpreting Malaysia specific regulatory requirements which the site must manage its operations.
  • Degree in Engineering (preferably in Mechanical or Electrical) or Environmental Science.
  • Minimum 10 years\' work experience in facilities.
  • Strong hands on and technical background in construction, facilities equipment operations, maintenance, and installations.
  • Training and Certification in facilities Business Continuity Management System ISO 22301:2019
  • Training in 6-Sigma and/or process improvement system (preferred).
  • Training in AutoCAD (preferred).
  • Training in Microsoft Word, Microsoft Spreadsheet, Microsoft Project, Microsoft PowerPoint.
  • Able to work flexible hours to suit work/scheduling demands.
  • Proactive and able to work independently with minimal supervision.
  • Training and awareness on IMS standard (QMS, EMS, HS) as applicable in the assigned work area.
  • Training and awareness on WESM, Energy Management Systems (ISO 50001: 2018) standard and requirements as applicable in the assigned work area.
  • Must demonstrate communication skills to give oral presentations and help engage people and teams with implementing process changes.
  • Accredited Safety Officer is an advantage.
  • LEED AP is an advantage.
