Job Description


Job Purpose: Lead development of inspection, reliability & maintenance program for new projects by means of integrating operational maintenance and project team during project EPCIC phase. Ensure continuation of knowledge transfer from project to operation for successful first gas and operational stage. Accountabilities/Responsibilities: Participate actively in Company HSE programs and contribute freely to the achievement of the Company\'s HSE policies and objectives. Through personal commitment and involvement, contribute to the safe and environmentally responsible operations of the Company\'s day-to-day operations by complying with all policies and procedures and actively contributing to improvement through hazard and incident reporting and suggesting improvements. Ensure future Company facilities are complying to local regulatory requirement such as PETRONAS Governing Standards (previously known as PPGUA), DOSH, OSRMS etc., and maintained to the highest standard and industry best practices. Integration with operation and projects team by providing operational and technical inputs to new project development throughout FEED & EPCIC phase by participating in, not limited to operational lesson learnt, engineering design review and workshops (HAZID, HAZOP, HFE, 3D Modelling, drawings, documents, equipment identification and specification etc.), participating construction activities (Factory Acceptance Test (FAT), Site Acceptance Test (SAT), ITRs) and Hook Up and Commissioning (HUC) activities to ensure continuation of knowledge transfer during hand over from projects and smooth operational stage. Lead and develop specific plans , programs & requirements for new facilities such as Inspection, Maintenance & Reliability Programs encompassing but not limited to Planned Preventive Maintenance, Corrective Maintenance, Condition-Based Maintenance, Reliability Centred Maintenance of new future facilities based on Company Operation & Maintenance Philosophy, industry best practice and adopting new & available technology in the market for efficient and effective programs prior and during operational phase. Develop Computerized Maintenance Management System (CMMS) during project EPCIC stages inclusive of, asset register, maintenance job card, manhours, historical log, failure code, bill of materials and equipment and maintenance data in CMMS system. Ensure system are operational prior new facility first gas. Develop Spare Management Strategy (Commissioning, 1 year, 2-year, and Insurance/Critical Spares) including SPIR & BOM review, identifying sufficient level of critical and operational spares, parts and inventory are preserved and smooth handover phase for as part of operational readiness and material governance requirement . Identify and produce critical maintenance documents for operation during project stage from document development, review, endorsement, and approval such as Operation & Maintenance Philosophy, Inspection & Maintenance Strategy, Spare Parts Management Philosophy, Performance Standards (PS), Site Specific Procedure (SSP), etc. Prepare, monitor, and manage Work Program & Budget (WPB) including regular tracking of expenditure for maintenance activities and identifying areas for cost savings & optimization. Identify and develop future contracts requirement for new facilities and ensure its readiness for utilization prior first gas. Produce and develop optimal manning plans for new project inclusive industry-based competency matrix, training programs, interviews and selection of maintenance technicians based on operation & maintenance requirement. Develop monthly and quarterly reporting for internal and external consumption. Provide technical and maintenance support to brownfield/operating assets when necessary. Requirements: Candidate must possess minimum of a Professional Certificate or Diploma or Degree in Engineering or Science or equivalent qualification in related field. Minimum of 10 years\' experience (minimum Degree) or 15 years\' experience (minimum Diploma) or 20 years\' experience (minimum Professional Certificate) in maintenance engineering. Having experienced participating in new project development workshops and activities such as HAZOP, HAZID, HFE, 3D modeling review, and FAT. Familiar with plant maintenance system development is preferable. Location: SapuraOMV Office, Tower 2, KLCC, Kuala Lumpur. Reporting: This position reports to the Lead Planning Engineer.
