To lead and oversee the strategic planning and management of IMU's application portfolio, ensuring alignment with business goals and driving digital transformation. The candidate will lead the application teams, manage projects, and optimize application performance to enhance business processes and user experience.
Job Responsibilities
Strategic Planning & Governance
Develop & execute the overall IMU application systems ecosystem and strategy in alignment with IMU's goals and be accountable towards its delivery.
Team Leadership & Management
Oversee and manage the entire lifecycle of business applications, from design and development to deployment and maintenance, managing cross-functional teams, and provide technical guidance and mentorship in the process.
Application Lifecycle Management
Manage the entire lifecycle of business applications including to evaluate, review and subsequently to make the decision to either develop an application in-house or to purchase the solution off-the-shelf, taking into consideration evolving business needs, present and future needs and cost-effectiveness.
Stakeholder Collaboration
Work with stakeholders to understand their needs and translate them into technical requirements, and ensure the applications meet business objectives.
Budget & Resource Management
Develop and manage application budgets and resource allocation.
Training & Support
Facilitate user training sessions and provide ongoing support for application users.
Vendor Management
Manage vendors to ensure compliance and delivery of services according to SLA and ensure the best possible outcome for IMU, and safeguarding IMU's interests.
Risk & Audit Compliance
Periodic review on audit items to ensure compliance against ITS policies and procedures and to plan, execute and track implementation and closure of audit recommendations. Review and update ITS policies and procedures and provide guidance on all other relevant policies.
The ideal candidate should be aware of current industry trends and be able to propose the use of any systems and find opportunities for optimizing existing applications. The candidate must also have experience in Software Development projects and must have hands-on experience and must have implemented turnkey in-house developed software solutions as well as deployment of off-the-shelf projects.
Job Requirement
Degree in Computer Science or its equivalent.
At least 10 years' experience in systems application development and support role with minimum of 5 years at Project Management level.
Project managed, implemented and supported at least 2 in-house developed computer systems.
Good knowledge of project management methodology, strong analytical and facilitation skills.
Proven IT management experience in handling application teams and software vendors.
Knowledge and experience in implementing and supporting applications such as for the education sector would be an added advantage.
Able to prioritize and execute task in a multitasking environment.
Good people management and communication skills in English are essential.
