Our client is looking for a Senior Manager Planning to be responsible for the management of project control and planning activities in the design, construction, testing and commissioning of the LRT3 system to meet the overall objectives of the company to deliver a fully commissioned LRT system in compliance to the Employer"s Requirements, industry standards, consultants" specifications, the Employer"s expectations, safely, on time and at the right quality, The person will be based Vivo 9 Seputeh, Kuala Lumpur (HQ for Setia Utama LRT 3) and will report to the Project Director

Your main duties and responsibilities will be to

1. Oversee the recruitment, employment, evaluation, and release of staff and contract personnel.
2. Supervise all organization staff, either directly or indirectly through senior staff
3. Develop organization-wide or department-wide goals, objectives, policies and procedures
4. Prepare division/department/organization operations budget
5. Ensure that the Board of Trustees is kept fully informed on the condition of the agency and about any
trends, events, or emerging issues of significance to the agency\'s success
6. Report events and activities to senior management and elected and appointed officials
7. Implement General Plan or other planning projects
8. Review all departmental reports and presentations
9. Evaluate planning-related legislation and applicability to department projects
10. Evaluate proposals to local governments for organization\'s planning consulting services
11. Attend substantial number of evening and weekend meetings.



Job Requirements



1. Degree or equivalent qualification in Engineering / Construction Management;
2. At least 15 years of experience working as a planning and control or equivalent;
3. At least 10 years of experience working on railway related projects;
4. General knowledge of Railway System disciplines, knowledge of major aspects of procurement,
construction, project controls and financials, including tracking and monitoring all financial aspects of
work;
5. High level of proficiency in MS Office, Primavera P6 and use of software systems for Project Management;
6. Commercial and contractual awareness;
7. Effective and persuasive leadership comfortable with all levels of staff, public and others
8. Proven management skills and ability to manage day-to-day operations
9. Strong written and oral communication skills, including the editing, oversight or preparation of technical
reports, and the presentation of information to government entities and various committees
10. Strong interpersonal and public relations skills to work effectively with various officials, staff, citizens and
other
11. Strong organizational skills
12. Ability to understand and manage high-profile, sensitive or controversial political situations
13. Strong problem-solving and negotiation skills
14. Ability to exercise sound and independent judgment within general policy guidelines
15. Considerable knowledge of the theory, principles and techniques of the planning profession and
development process
16. Considerable knowledge of federal, state and local laws, ordinances and codes pertaining to a wide variety
of planning topics
17. Considerable knowledge of principles of personnel management, including supervision, training and
performance evaluation
18. Considerable knowledge of the methods and techniques of research and analysis
19. Considerable knowledge of the principles of budgeting and finance
20. Considerable Knowledge of real estate terminology, laws, practices, principles, and regulations
