Job Description

Main Purpose of the role:

Develop, track, and monitor the overall planning, activity phasing, budgeting, and control of all brownfield projects to ensure safe, quality, and timely execution/completion within the approved budget and aligned with the business objectives.

Key Responsibilities:

• Develop the overall planning and phasing, budgeting, and control of all brownfield projects, including Facilities Improvement Plan (FIP), anomaly rectification, and fabric maintenance to ensure safe, quality, timely completion, and within the approved budget.
• Develop yearly Work Program and Budget (WP&B) for Facilities Team, Capital Expenditure (CAPEX), and Operational Expenditure (OPEX) projects to ensure timely submission and approval from internal/external stakeholders, including Partners and PETRONAS.
• Coordinate with the Lead Project/Construction Engineer and Project Accountant for project sanction and Authorisation For Expenditure (AFE) preparation as per the governance process to ensure timely submission and approval from internal/external stakeholders, including partners and PETRONAS.
• Develop, track and monitor integrated project schedule, schedule baseline, progress, and forecast to ensure timely execution and completion of the project activities.
• Develop, track and monitor cost estimate, cost baseline/phasing, Value of Work Done (VOWD), and Forecast For Completion (FFC) to ensure timely execution as per cost phasing and completion within the approved budget.
• Coordinate with the Lead Project/Construction Engineers, Project Accountant / Finance, Contract, and Procurement Analyst to ensure timely issuance/award of Purchase Order/Contract.
• Review and analyse the Work Order Proposal (WOP) and make a recommendation to the Lead Project Engineer to ensure compliance with the project requirements.
• Coordinate with the Lead Project/Construction Engineer to ensure accuracy and timely submission of weekly/monthly project progress report to internal /external stakeholders.
• Monitor, review and verify Pro-Forma Invoice (PFI) to ensure accuracy, timely processing of Final Invoice (FI), and payment to the contractor.
• Monitor, review and verify project expenses to ensure accuracy and timely submission of monthly cost update reports to Finance.
• Monitor, review and verify the contractor's schedule, progress, and Value of Work Done (VOWD) to ensure accuracy and timely completion of the project and within Approved Contract Value (ACV)/ Work Order (WO) Value.
• Coordinate with the Lead Project/Construction Engineer on contractual and procurement issues, e.g., Change Orders, to resolve and avoid progress interruption.
• Act as Project Engineer (engineering/construction) to ensure adequate support for timely project completion, as required.

• The applicant should possess a bachelor's degree in engineering or equivalent.
• Minimum of 10 years' experience with a background in project planning, costing, and control in the offshore oil and gas industry.
• Knowledgeable in planning and cost control principles, techniques, and industry-standard tools (e.g., Primavera P6, MS Project, Questor)
• Ability to manage multiple tasks with a high degree of initiative and independence.
• Ability to liaise closely with engineering, procurement, construction, and other disciplines to understand the scope of the overall project.
• Good understanding of project management methods and procedures.
• Good communication skills, including oral and written reports; proficient in English and Bahasa Malaysia.
