Purpose
The primary role of this position is to provide leadership in the management of engineering activities associated with subsea-related aspects of the projects, including the development, execution, supervision, and coordination of all technical aspects of the engineering activities to ensure compliance with safety and quality requirements. The role is also responsible for ensuring that the works are executed to meet the Safety in Design risk related activities (such as Hazard and Operability (HazOp), Hazard Identification (HAZID) and Technical Safety Studies) for applicable engineering disciplines.
About the role
Provide management and supervision on engineering activities associated with subsea-related aspects of the projects, supported by Discipline Lead Engineer(s), as required by projects, including customer liaison, coordination of multi-discipline technical meetings, and overall technical direction and leadership.
Project initiation activities and preparation of the Project Execution Plan for the Project(s).
Develop the schedule and establish budget for engineering activities during proposal phase and, control, monitor and assess engineering performance,
supported by Discipline Lead Engineer(s), during project phase.
Manage engineering activities to ensure compliance with the Scope of Work and quality objectives of the Project(s), supported by Discipline Lead Engineer(s).
Engage and identify Global Subject Matter Experts (SMEs) and Specialist Offices where deemed required, supported by Discipline Principal/ Lead Engineer(s).
Coordinate and manage inter-discipline interfaces and associated engineering activities, supported by Discipline Lead Engineer(s).
Engage and coordinate specialist technologists from the nominated specialist offices to support key elements of the engineering activities e.g. Modularization/ pre-packaged units etc.
Lead and coordinate all engineering related reviews including Design Reviews, HAZOP, HAZID etc. Undertake the necessary Technical Peer Reviews, ensuring technical changes are identified and assessed for possible risk impacts, supported by Discipline Lead Engineer(s).
Ensure overall technical integrity and safe design requirements are applied, supported by Discipline Lead Engineer(s).
Ensure quality and consistency across engineering and design activities, supported by Discipline Lead Engineer(s).
Ensure engineering and design project personnel are actively involved and implementing agreed risk mitigations and other actions.
Coordinate interface between engineering and other project functions, including project controls, information system, document management, finance and legal, where applicable.
Coordinate interface between engineering team and other project teams including, procurement, construction, operation (if applicable), sub-consultants, other third parties, Customer and other Stakeholders.
Enforce and oversee the management of project change (MoC) process within the engineering team.
Ensure adequate resources, including competent personnel, and processes are in place for the compliance to contractual, legal, company requirements, and to
Allow optimization of resources, where personnel can be deployed to and/or workshare can initiate by other locations which are in need of such resources.
Provide adequate training and communication to personnel on management system processes, technical tools training, project requirements, etc.
Participate in management reviews of assurance findings and verify risk mitigations and preventive/ corrective actions for material issues are timely and effective.
Resolve engineering and design issues at multi-discipline and overall project level, supported by Discipline Principal/ Lead Engineer(s).
Ensure technical resources, references and standards are available to the engineering team and that measures are in place to assure compliance.
Monitor overall progress of engineering work and implement corrective action where shortfalls in performance occur, supported by Discipline Principal/ Lead Engineer(s).
Continuously update on latest engineering developments and methods and identify areas of future development with the support of Discipline Principal/ Lead Engineer(s).
Responsible for ensuring compliance with the requirements of Quality Assurance system
Responsible for ensuring compliance with the requirements of HSE system and safe working practices.
Encourage active communication, and drive cohesiveness and cooperation within engineering teams.
Qualifications
About You
Bachelor\xe2\x80\x99s Degree in Civil or Mechanical Engineering or equivalent, or higher academic achievements in the relevant field.
Minimum 15 years of experience in oil & gas / refinery / petrochemical industry.
Minimum 12 years of experience in subsea-related engineering field.
Knowledgeable and with working experience in oil & gas industry with 15 years of experience or longer, in particular, having direct involvement in engineering design of subsea pipelines and associated subsea structures in deepwater (
300m water depth) environment. * Good understanding and experienced in the management of interfaces across multi-functional groups including related construction, maintenance, operation, procurement, schedule, cost estimation, etc.
Good understanding and experienced in managing engineering teams for projects at various phases, in particular, subsea-related aspects of the scope.
Good understanding of the engineering scope and requirements for various phases of a project, including conceptual, feasibility or Pre-FEED, FEED, Detailed Design, in particular, subsea-related aspects of the scope.
Good understanding in offshore field development, especially on planning and construction phases.
Good understanding and experienced in executing international projects where local culture and practices may require adjustment in engineering delivery.
Focus and driven in ensuring compliance with the requirements of Quality Assurance system during engineering delivery.
Focus and driven in ensuring compliance with the requirements of HSE system and understand the importance of safe working practices.
Updated with engineering developments and trends in the industry to identify areas of future development.
Proven ability to manage project teams independently or with a minimal direction.
Ability and willingness to meet agreed schedule deadlines and budget of projects.
Excellent interpersonal skills and able to work with others as part of a team.
