Job Description

1. Site Safety Management

Monitor and enforce compliance with the

Occupational Safety and Health Act (OSHA 1994)

,

Factory and Machinery Act (FMA 1967)

, and all relevant statutory regulations. Conduct

daily site safety inspections

and address unsafe acts, unsafe conditions, or non-compliance immediately. Lead

daily toolbox meetings

, safety briefings, and site safety inductions for all workers and subcontractors. Ensure proper

use of PPE

and adherence to all site safety protocols, PTW systems, and safe work procedures.

2. Documentation & Reporting

Prepare and submit all required safety documentation including

daily safety checklists, site safety reports, weekly reports, and incident reports

to management and clients. Maintain a complete set of safety records such as

Permit-to-Work (PTW)

, inspection forms, safety meeting minutes, and training attendance. Assist in developing and updating the

Emergency Response Plan (ERP)

and ensure periodic emergency drills are conducted and recorded.

3. Accident & Incident Management

Conduct thorough

investigations

for all accidents, incidents, and near-misses and recommend corrective and preventive actions. Follow up to ensure all corrective actions are implemented effectively. Liaise with

DOSH, CIDB, BOMBA

, and other regulatory authorities when required, including for notifications, site inspections, or compliance matters.

4. Coordination & Advisory Role

Advise Project Managers, Site Engineers, Supervisors, and subcontractors on

safety improvements and risk controls

. Monitor subcontractors to ensure full compliance with company and client HSE requirements. Review and verify safe work procedures, method statements, JHA/RA, and ensure they are implemented at site.

5. Training & Awareness

Organize safety training programs, refresher courses, and awareness campaigns for site personnel. Conduct safety inductions for new workers and subcontractors. Maintain accurate records of training, inductions, and competency certifications.

6. Ad-Hoc Duties

Assist in site audits, client inspections, and internal HSE reviews. Support other HSE functions or project-related requirements as assigned by management. Perform any other tasks related to site safety, compliance, or statutory submissions as required.
