Job Purpose



The Site Safety Supervisor (SSS) is responsible for implementing and monitoring safety protocols for substation and electrical construction projects, ensuring a secure work environment in compliance with ISO 45001 standards. The role includes conducting inspections, risk assessments, safety training, and overseeing PPE usage. The SSS coordinates with key personnel across HMSB Sabah, Sarawak, and HQ shared services to ensure safe, efficient, and compliant project execution in line with ISO 9001 and ISO 14001 standards.

Key Duties and Responsibilities



1. Safety Management

Develop, implement, and monitor Site Safety Management Plans (SMP) tailored to each project, ensuring compliance with Malaysian safety regulations, ISO 45001 standards, and industry best practices.
2. Inspections and Audits

Conduct regular safety inspections and audits of substation construction sites to identify potential hazards, particularly those unique to high-voltage and electrical work. Coordinate visits with project managers and ensure all corrective actions are followed up on and completed.
3. Incident Reporting

Investigate and report on safety incidents and accidents promptly, recommending corrective actions and preventive measures to mitigate future risks specific to substation construction activities.
4. Training and Development

Provide targeted safety training and orientation for new hires and existing staff, focusing on safety protocols for electrical work and high-voltage environments. Communicate, coach, and assist field staff to ensure all safety expectations are understood and met.
5. Regulatory Compliance

Ensure all safety practices comply with Malaysian regulations (OSHA 1994, Factories and Machinery Act 1967) and ISO 45001 standards.
6. Permits and Certifications

Ensure all necessary permits and certifications are obtained and maintained, including JKKP approvals.
7. Electrical Safety Certifications

Maintain relevant certifications related to electrical safety and high-voltage work.
8. Worker Safety Pass

Verify that all workers have required safety passes and training certifications. Compile and submit NADOOPOD, JKKP 8, and Monthly Safety & Health Reports to internal and external stakeholders.
9. Safety Equipment

Oversee the proper use and maintenance of PPE and other safety gear specific to substation construction, including electrical protective gear.
10. Emergency Response

Maintain up-to-date Emergency Response Plan (ERP) information and ensure relevant communication to responsible parties.
11. Documentation

Maintain accurate records of safety inspections, training sessions, incident reports, and safety-related communications, with a focus on electrical safety documentation.
12. ISO Integrated Management System Responsibilities

ISO 9001 (Quality Management): Ensure safety processes follow documented procedures and quality standards, supporting site execution quality. ISO 14001 (Environmental Management): Promote environmentally responsible practices on-site, including waste minimization and sustainable handling of materials. ISO 45001 (Occupational Health & Safety): Monitor, maintain, and improve OHS practices in alignment with ISO standards, ensuring safe working conditions and continuous improvement.
13. Other Duties

Undertake any other duties and responsibilities as instructed by the Superior/Senior Management team.

Qualifications / Skills and Competencies



Education:

Minimum Diploma or Degree in Occupational Health and Safety, Electrical Engineering, Construction Management, or related field.
Experience:

1-2 years of field experience in a safety role within the construction industry, with focus on substation or electrical work.
Certifications:

NEBOSH IGC or equivalent international safety certification is highly desirable. JKKP Safety Officer Certification is preferred. Local Electrical Safety Certifications from recognized Malaysian institutions. High-Voltage Safety Training is a plus.
Skills:

Strong knowledge of Malaysian safety regulations, electrical safety standards, and ISO 45001 requirements. Excellent communication, training, and leadership skills. Ability to conduct site inspections and work effectively in high-risk environments.
Language Requirements:

Fluent in English and Malay (written and spoken); proficiency in additional languages is a plus.
Physical Requirements:

Ability to perform site inspections in various weather conditions and environments involving electrical/high-voltage equipment.
