JOB RESPONSIBILITIES & ACCOUNTABILITIES (includes key and additional responsibilities) 1. Business Partner Engagement

• Actively engage with teams across Xylem to develop sourcing strategies to best meet the needs
• Create effective channels to best communicate value of procurement to stakeholders
• Develop and manage performance measures to best ensure adoption of procurement best practices

• Establish supplier governance model for strategic vendors with regular meetings to address improvement opportunities
• Establish and develop supplier KPIs in conjunction with stakeholders, measure and improve on performance metrics

• Receive RFQ from Project, After Market Service, Engineering team and ensure the specification is proper and complete with necessary data and drawings and other requirements are spelled out in-line with sourcing guidelines and requirements
• Send RFQ and analyze all supplier to select the most suitable supplier who can deliver high quality products at competitive pricing
• Manage supplier to meet objectives related to cost, delivery performance, schedule, and quality
• Source, evaluate and qualify new suppliers to develop a world-class supplier base in South East Asia region
• Support and manage the material sourcing plan to ensure timely availability of direct materials
• Manage the overall sourcing process from quote pack preparation, review of technical & commercial matters, negotiations with suppliers and final selection
• Procurement and sourcing for Package items, Mechanical Components, Piping, Electrical & Instrumentation
• Negotiate relevant contract terms with suppliers according to the Xylem requirement and parameters of legal
• Negotiation with the potential and existing suppliers in term of \xe2\x80\x93 Price, Service Level, Payment Terms
• Perform materials sourcing at the most competitive price both locally and oversea
• Develop appropriate business relationships with key suppliers to include a global strategy for competitively sourcing material
• Responsible for development and execution of optimal sourcing strategies for product or services

• Work closely with internal stakeholders (Project, AMS & AETS department) to source for technical service provider in the area of Testing and Commissioning, Repair, Supervision, Installation of Civil work, electrical work, electronic work, mechanical work and skid / equipment fabricators.
• Source and find M&E Contractor for Supply and Installation of Pump systems, Pump skid fabrication, Panel
• Negotiation with the potential and existing service provider in term of \xe2\x80\x93 Price, Service Level, Payment Terms, Leadtime etc
• Evaluation, Propose and Selection of a technical service provider base on best cost and service level
• Work with Legal on commercial contract and contract binding with the technical service provider
• Ensure the compliance of the service provider according to Xylem\xe2\x80\x99s requirement & perform regular audit
• Onboarding and vendor registration following Xylem\xe2\x80\x99s procedures
• Conduct periodic business review with technical service provider to review on their performance \xe2\x80\x93 service level, cost and quality of workmanship
• Analyze spending on all service providers and identify opportunities to achieve saving target

• Prepares monthly reports and adhoc sourcing analysis to the Commercial Customer Operations Director and the Xylem Global Procurement organization
• Vendor Management for Xylem Suppliers (existing suppliers and new suppliers)
• Assist in management of strategic procurement plans
• Other duties & Projects as defined by the SEA Order Fulfillment Manager.
• Executes new sourcing and procurement initiatives that are being rolled out by the Xylem Global Procurement organization.
• Participates actively in environmental, security and EHS or other initiatives as required
• Proactively look into continuous improvement on procurement processes.
